Koniag Data Solutions, a Koniag Government Services company, is seeking a skilled Software Developer to support the USDA APHIS Plant Protection and Quarantine (PPQ) Commodity Treatment Information System – Modernization (CTIS‑M) program. This fully remote role contributes to the design, development, and enhancement of CTIS‑M application components, including new Regulated Garbage (RG) workflows.

Benefits include medical, dental, and vision insurance, 401(k) retirement plan, paid time off, paid parental leave, life and disability insurance, flexible spending accounts, commuter benefits and tuition reimbursement.

The Software Developer works closely with the CTIS‑M DME team to build backend services, user interfaces, workflow logic, and cloud-native features using technologies such as.NET 10, React, Material UI, Azure SQL, Kubernetes, and integrated APIs through MuleSoft. The role supports Agile development, DevOps pipelines, documentation, and troubleshooting across the CTIS‑M modernization ecosystem. This position requires the ability to obtain and maintain a Public Trust clearance.

Essential Job Functions

Application Development

  • Develop scalable backend APIs and microservices using .NET 10 to support CTIS‑M and Regulated Garbage workflows.

  • Build and enhance frontend components using React, Material UI, and .NET.

  • Implement workflow logic such as routing, notifications, document upload, inspections, observations, and incident-related steps.

  • Write unit tests and integrate automated test execution into CI/CD pipelines.

DevOps & CI/CD Support

  • Manage Azure DevOps Git workflows, including branching strategies, pull request reviews, merging, and repository housekeeping.

  • Maintain and update Azure DevOps YAML build and release pipelines.

  • Troubleshoot build failures and collaborate with QA to resolve deployment or environment-related issues.

Integration & System Interoperability

  • Develop and consume APIs to support integrations with MuleSoft and CTIS‑related enterprise systems.

  • Validate system interactions across backend services, RG workflows, and cross‑agency USDA systems.

  • Optimize database interactions and contribute to schema updates within Azure SQL.

Cloud‑Native Application Support

  • Support deployments and application operations within Azure Kubernetes Service (AKS), including containerized runtime troubleshooting.

  • Monitor system logs to support diagnosis, performance tuning, and incident response.

Agile Delivery & Collaboration

  • Participate in Agile ceremonies including sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives.

  • Collaborate closely with business analysts, UI/UX designers, MuleSoft developers, database architects, and QA engineers.

  • Contribute to technical design reviews and provide guidance on system architecture and coding best practices.

Documentation & Technical Support

  • Prepare technical documentation such as API specifications, workflow logic descriptions, design notes, and release details.

  • Troubleshoot issues across application layers—including frontend, backend, DevOps pipelines, and integrated services.

  • Support UAT by clarifying system functionality and validating that implemented features meet acceptance criteria.

Minimum Qualifications

  • Professional experience developing with .NET (preferably .NET 10+).

  • Hands‑on experience with React or modern JavaScript/TypeScript frontend frameworks.

  • Proficiency with Azure DevOps workflows and YAML-based build/release pipelines.

  • Experience integrating with REST APIs and cloud services.

  • Experience working in Agile Scrum environments.

  • Bachelor’s degree in Computer Science, Software Engineering, or related field (or equivalent experience).

Security Requirements

  • Must be able to obtain and maintain a Public Trust clearance.

  • Must meet all Federal suitability requirements.

Good to Have – But Not Required

  • Experience with AKS, Docker, or other container platforms.

  • Familiarity with MuleSoft, API-led architecture, or enterprise integration patterns.

  • Experience working with Azure SQL, stored procedures, and query optimization.

  • Experience supporting government programs, regulatory workflows, or compliance-driven systems.

  • Ability to contribute to technical demos or customer walkthroughs.

  • Understanding of Section 508 accessibility implications on UI development.
