JOB DESCRIPTION:The Project Director provides strategic, operational, and fiscal leadership for a SAMHSA Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances (CMHI) System of Care grant. This role leads cross-system implementation to improve coordinated, family-driven, youth-guided, culturally responsive, trauma-informed behavioral health services for children, youth, and young adults with serious emotional disturbance and their families. The Project Director serves as the primary point of accountability for grant outcomes, compliance, partnerships, and sustainability. They work closely with families, youth,
behavioral health providers, schools, child welfare, juvenile justice, primary care, community partners, and local and state agencies.
SPECIFIC RESPONSIBILITIES INCLUDE:

Provide overall leadership, direction, and day-to-day management for the SAMHSA CMHI System of Care initiative.

Work closely with the lead agency, Schoharie County Community Services to ensure all County requirements are met in a timely manner.

Ensure implementation aligns with the approved grant work plan, budget, performance measures, reporting schedule, and federal requirements.
-
Lead development and execution of a System of Care framework that is familydriven, youth-guided, strengths-based, culturally and linguistically responsive, equitable, and trauma-informed.

Convene and facilitate a cross-system governance structure, advisory bodies, implementation teams, and stakeholder workgroups.
-
Build and maintain effective partnerships across behavioral health, education, child welfare, juvenile justice, healthcare, housing, workforce, and communitybased organizations.
-
Establish meaningful roles for family members and youth with lived experience in governance, service design and implementation, evaluation, training, and continuous quality improvement.
-
Oversee development, expansion, and coordination of evidence-informed services and supports, including care coordination, wraparound, peer and family support, crisis response, school-based supports, and transition-age youth services as applicable.

Supervise grant-funded staff, consultants, subcontractors, and partner activities; establish clear expectations, work plans, and performance goals.

Manage grant finances in collaboration with fiscal staff, including budget monitoring, allowable-cost compliance, procurement, contracts, invoices, in-kind matching required by the grant award and any budget modifications.

Coordinate with the lead evaluator and evaluation team to collect, validate, analyze, and use data for required reporting, performance improvement, and decision-making.

Prepare and submit timely programmatic, financial, and performance reports to SAMHSA via SPARS and eRA Commons, as well as the Governance Oversight Board and The Neighborhood Center.

Monitor progress toward grant deliverables, identify implementation barriers, and lead corrective-action and risk-mitigation efforts with the System of Care team.

Develop policies, protocols, referral pathways, memoranda of understanding, and data-sharing procedures that strengthen interagency coordination.

Help to inform workforce-development efforts, including training and coaching in System of Care values, cultural competency, family engagement, youth engagement, trauma-informed practice, and evidence-based or evidence-informed interventions.

Advance health equity by assessing and addressing disparities in access, engagement, service quality, and outcomes among underserved populations throughout Schoharie County.

Develop and implement a sustainability plan that identifies financing strategies, policy changes, braided funding opportunities, and institutional commitments beyond the grant period.

Professionally represent the Schoharie County System of Care initiative at community meetings, state and national learning collaboratives, SAMHSA-required meetings, public events, and partner forums.

Communicate grant progress, outcomes, challenges, and success stories to stakeholders, leadership, families, youth, and the community as defined by both the System of Care team and SAMSHA requirements.

Performs other duties as assigned including job related travel.

Performs related duties as required and/or assigned.
REQUIRED QUALIFICATIONS:
- Master’s degree in behavioral health, social work, psychology, public administration, public health, education, human services, or a closely related field; or a bachelor’s degree with substantial relevant leadership experience maybeconsidered.
AND
- At least five (5) years of progressively responsible experience leading children’s behavioral health, human services, public health, education, child welfare, juvenile justice, or related initiatives.
AND

At least three (3) years of experience managing complex grants, contracts, programs, or multi-agency projects.

A clean and valid New York State driver’s license is required.
-
Experience directing or managing a SAMHSA-funded initiative, System of Care grant, Medicaid-funded children’s behavioral health program, or similarfederal/state grant preferred.
-
Knowledge of SAMHSA CMHI System of Care expectations, federal grant administration, performance measurement, and data-reporting requirements preferred.
-
Experience implementing wraparound, high-fidelity care coordination, mobile crisis services, family peer support, youth peer support, or school-based mental health programming.
-
Experience working with tribal communities, rural communities, historically underserved populations, or communities disproportionately affected by behavioral health disparities.
-
Lived experience as a family member, caregiver, youth, or young adult with experience navigating child-serving systems is valued.
-
Relevant professional licensure or certification.

Demonstrated knowledge of children’s mental health systems, serious emotional disturbance, family and youth engagement, and community-based behavioral health services.

Experience building and managing partnerships across multiple public systems and community organizations.
-
Demonstrated experience with project planning, implementation monitoring, budget oversight, reporting, and data-informed quality improvement.

Strong written and verbal communication skills, including the ability to prepare federal reports, facilitate stakeholder meetings, and present to diverse audiences.

Ability to supervise staff and promote a collaborative, accountable, inclusive work environment.
