About the Role
The Manager of RTS - Regional Maintenance East is responsible for supervising and coordinating the activities of employees involved in repairing, maintaining, servicing, and ordering parts for RGRTA's fleet of Ontario buses, as well as monitoring and auditing regional bus maintenance contractors at RTS-Wayne, RTS-Seneca, and RTS-Livingston to ensure compliance with RGRTA specifications, policy, and Federal and State regulations.
What You'll Do
-
Supervise and coordinate activities of employees engaged in the repair, installation, and service of major and minor mechanical problems related to buses and facilities.
-
Oversee departmental operations and the interpretation and administration of company policies and/or union agreements within the scope of departmental operations.

Monitor and manage employee performance and take disciplinary action when necessary, up to and including taking employees out of service.

Issue first-level grievance responses.
-
Analyze defective equipment to determine the cause of problems, assign employees to make repairs and/or recommend major overhauls, and test drive and inspect vehicles to ensure repairs are complete.

Supervise the maintenance, inspection, repair, and rebuilding of gas and diesel engines, air and hydraulic systems, transmissions, brake systems, air-conditioning units, electrical systems, ignition systems, and suspension systems, including front wheel alignment.

Supervise the adjustment, repair, or replacement of major and minor parts, including brakes, air hoses, windshield wipers, doors, headlights, windows, air compressors, alternators, starters, regulators, batteries, suspension systems, steering, accelerator, and shift cables.

Supervise Parts Purchasing to ensure the correct parts are purchased and appropriate inventory levels are maintained.

Manage and coordinate Ontario facilities maintenance and repairs with the Ontario County Parts & Service Manager.

Supervise Ontario vehicle service personnel to ensure the cleanliness of vehicles and completion of other assigned activities.

Ensure proper recordkeeping for Maintenance activities within AssetWorks and other supporting systems.
-
Ensure quality, quantity, and safety standards are being met and make corrections when necessary.

Select and arrange training and evaluate personnel.
-
Work with the Director of Maintenance, Fleet Engineer, and others to initiate and support process improvement activities related to vehicle and facility maintenance.

Help implement and deploy job standards, workflow improvements, AssetWorks utilization, and other related activities.

Work with the Fleet Engineer and Procurement and Grants Administration Department to support the bus procurement process, including developing bus procurement specifications, assisting with new Regional bus inspections, accepting new buses, and visiting Regional bus vendors.

Work with the Inventory and Warranty Manager to manage quality and vendor issues and process warranty claims.

Improve controls and reporting requirements for tire, fuel, oil, and other consumable contracts.

Assist the Director of Maintenance with preparation of the annual budget.

Assist Regional Managers as directed by the Director of Maintenance.

Coordinate with Accounts Payable and Procurement and Grants Administration staff for miscellaneous purchasing and payments as needed.

Perform other duties as assigned.
What We're Looking For
Required Qualifications
-
At least five (5) years of progressively responsible experience, including experience managing people and workflow.
-
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
-
Valid NY State Commercial Driver's License (Class A, B, or C) with passenger endorsement and no seating restrictions preferred. If not fully licensed, we will train you! (Must have a Class "B" permit with passenger endorsement (prior to start date.)

Clean driving record and at least 5 years of regular Class D driving experience required.
Preferred Qualifications
- Bachelor's degree from an accredited university or college in mechanical or automotive engineering, technical/physical sciences, or a related field.
Knowledge, Skills & Abilities
-
Basic computer skills and intermediate knowledge of Microsoft Office, specifically Word, Excel, and Outlook.

Knowledge of past, current, and future techniques, methods, procedures, principles, practices, codes, rules, and regulations related to vehicles and equipment.
-
Knowledge of specification writing.
-
Knowledge of cost and billing procedures used for vehicles and equipment.
-
Knowledge of all phases of transit vehicle operation.
-
Knowledge of the capabilities, care, and limitations of vehicles and equipment.
-
Knowledge of all safety requirements regarding transit vehicles and equipment.
-
Ability to present programs and ideas clearly and concisely, both verbally and in writing.

Ability to establish and maintain effective working relationships.
-
Ability to drive process improvement activities and associated change management.

The noise level in the work environment is usually moderate. The employee may occasionally be required to travel commercially.
