The LTSS (Long Term Services and Supports) Data Foundations Supervisor will provide leadership and supervisory oversight to a team of specialists and data analysts that conduct cross-divisional, highly visible, and impactful research and evaluation studies and performance management activities in the Aging and Disability Services Administration (ADSA). Responsibilities include:

  • Direct a multidisciplinary team of LTSS content experts, psychometricians, assessment quality specialists, data analysts, and business intelligence staff

  • Direct the team to define business needs, research questions, data standards, quality expectations, analytic methods, documentation, and product requirements, and to partner with MNIT, system owners, and data warehouse staff on technical implementation

  • Set priorities, assigns work, reviews methods and products, and sets standards for documentation, quality control, and data governance

The team are content experts on core data that acts as the backbone of LTSS information, research, and business intelligence for the state. This team uses a research, measurement, and strategy lens to strengthen LTSS data assets, MnCHOICES data stewardship, MnCHOICES validity and reliability monitoring, the Person-Level Database (PLD), and business intelligence functions. This work supports data-informed decisions, program integrity, fiscal stewardship, service continuity, and equity-focused, person-centered LTSS operations across ADSA and DHS.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);

  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

  • 1+ year of experience identifying issues, goals and strategic actions

  • 100+ hours per year time commitment

AND

4 years of professional experience in data, analytics, information management, or program evaluation within long-term services and supports. Experience must include:

  • Experience leading or coordinating development, implementation, or maintenance of data infrastructure within a data warehouse or comparable enterprise data environment. This may include data governance, data standards, data quality, or integration of multiple data sources

  • Experience leading development or implementation of business intelligence, reporting, or analytic products used to support program operations, organizational decision-making, policy development, or performance management

  • Experience directing, coordinating, or implementing work related to assessment data or assessment systems. This may include assessment development, data quality, validity, reliability, item performance, or evaluation of assessment results

  • Experience translating program or business needs into data or analytic requirements

Preferred Qualifications

  • Experience using business intelligence and data visualization tools, such as Tableau, Power BI, or Excel, to develop dashboards, reports, and other analytic products for operational or strategic decision-making.

  • Experience using statistical software, such as SAS, R, Stata, SPSS, Python, or comparable tools, to analyze complex administrative or assessment data.

  • Experience using SQL and large relational databases or enterprise data warehouses, including complex queries, data extraction, joins, and integration of data across multiple systems.

  • Experience leading, supervising, or providing technical direction to data, analytics, business intelligence, or research staff, including establishing standards, reviewing work products, and supporting staff development.

  • Variety of experiences working effectively with others from different backgrounds and/or cultures
