The Human Resources Director provides strategic leadership and Human Resources services to the Department of Human Services (DHS) to accomplish its mission, strategy, plans and work objectives. This individual ensures sound, progressive, and innovative human resources management programs and practices are in place for all areas of human resources (classification, talent acquisition, selection, compensation, benefits, personnel transactions, labor relations, performance management, workforce planning, workers’ compensation, HRIS, etc.) and alignment and process toward statewide and agency diversity, equity, and inclusion goals.

Minimum Qualifications

Five (5) years of managerial or supervisor experience in Human Resources (HR) that includes directing multiple professional HR staff, developing HR policies, directing HR programs, and maintaining a strong HR team. Experience must include:

  • Knowledge of federal and state employment and labor laws (FLSA, ADA, FMLA EEO, USERRA) including complex contract interpretations, grievance administration, collective bargaining, discrimination laws, and pay equity.

  • Administering collective bargaining agreements.

  • Managing a full range human resources department such as talent acquisition and management, job analysis, compensation, HRIS, transactions, workers' compensation, and employee training and development.

  • Providing management consultation on a variety of complex HR issues.

  • Must be able to receive and maintain delegation of authority from Minnesota Management and Budget for HR work in compensation, classification, selection, and labor relations.

Preferred Qualifications

  • Experience directly managing HR staff at the State of MN or a government/public sector entity.

  • Managerial experience in charge of full range of HR activities in a medium to large human resources department for a large organization/agency.

  • Implementing change management and building organizational culture.

  • Knowledge of human services programs in the State of Minnesota.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
