Summary
Position provides engineering and managerial expertise to promote the safe, reliable, effective and economical use of resources in the delivery of health care. Positions are located in the Phoenix Indian Medical Center, Phoenix, AZ and Whiteriver Service Unit, Whiteriver, AZ. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).
Duties
Provides technical assistance to the biomedical equipment support specialist field positions. Responsible for program reviews of the field sites, reporting results to the Chief, Operations Branch and the appropriate Service Unit Administrative staff. Writes instructional material and conducts training in the techniques and methods of testing, calibrating and operating medical and dental systems for station personnel. Performs duties of broad scope and complexity to analyze, develop, design, modify, plans, install, evaluate, certify and correct systems malfunctions on complex medical and dental systems that have vitally interrelated, and sometimes dispersed subsystems. The employee makes engineering decision concerning a broad range of clinical systems and medical devices. Keeps abreast of current developments in clinical engineering and evaluates their potential application to the service unit health care programs. Requirements

Background Investigation Requirement: This position requires the successful completion of a federal background investigation as a condition of employment. A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service. Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability. Applicants are strongly encouraged to prioritize this requirement and to maintain regular communication with their assigned Personnel Security Specialist throughout the process. Financial Suitability Requirement: This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Individuals with substantial delinquent or unresolved financial obligations-including, but not limited to, delinquent federal or state tax liabilities, defaulted federal student loans, court-ordered fines or fees, or child support arrears-may be deemed unsuitable for employment with the Indian Health Service (IHS). Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant. Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Repair, calibration and preventive maintenance of sophisticated medical and dental equipment; experience in selection, installation, modification, testing, and evaluation of medical and dental equipment; providing documentation, consultative and instruction services to medical and dental staff, and administrative personnel; experience with Healthcare Technology Management equipment statutory regulations, maintaining compliance and accreditation. OR Education: Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge skills, and abilities necessary to do the work or LL.M., if related. OR Combination of specialized experience and education: Qualifying combination of the specialized experience described above and the education described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
