Construction Manager and Health & Safety Field Safety Lead
At Jacobs, we're focused on solving today's environmental challenges by delivering innovative and sustainable solutions for our clients and communities. This position is expected to provide field safety leadership equal in importance to construction management responsibilities and will serve as Jacobs' primary field representative for implementation of project health, safety, security, and environmental expectations.
Based in Loveland, Colorado, you'll serve as a key leader within our growing environmental practice, overseeing project execution from planning through closure while managing multidisciplinary project teams. This role will provide direct supervision and mentorship to junior technical staff, including environmental scientists, engineers, geologists, and field technicians supporting environmental remediation and asset-retirement activities.
You'll be responsible for delivering complex environmental projects involving upstream oil and gas asset retirement, including: well sites, production infrastructure, pipeline assets, facility decommissioning, site investigations, remediation programs, regulatory compliance, and closure activities.
Construction Manager Responsibilities
The Jacobs construction/ Health & Safety field lead will be responsible for confirming that the subcontractor completes the construction in accordance with design and corresponding specifications package. The preferred qualifications for portion of the role include:

Oversite of the construction subcontractor during the fieldwork execution, document the work, and communicate with Jacobs engineering and management teams and with the subcontractor’s management teams.

Monitor construction progress against the subcontractor baseline schedule and review/approve rolling 2-week look ahead schedule updates.

Change management support through initial reception and logging, evaluation of the cause of a change, and communication of changes with project management.

Waste management tracking in a log, including spoils storage and stockpiles, erosion control, and stormwater management.

Document and report daily production and quality assurance activities and maintain a photo documentation log.

Deviation management by identifying and tracking deficiencies or deviations from the subcontractor’s scope of work, and ensuring they are corrected by the subcontractor.

Coordinate and communicate daily with the subcontractor superintendent and Jacobs’ HSE Manager.

Communicate via weekly calls and as needed with Jacobs management, client, and subcontractor, and prepare for scheduled calls.
Health, Safety and Environment Responsibilities
Jacobs will provide a Health, Safety, and Environment (HSE) Manager to observe the subcontractor’s compliance with their Health and Safety Plan during execution of the construction project. The onsite HSE Manager is responsible for implementing the HSE program at the site level. They will develop and implement HSE inspections to confirm compliance with requirements as specified in site plans. They will confirm site personnel meet task specific and regulatory required training requirements including subcontractors; confirm they know the hazards involved in their work and how to protect themselves, their coworkers, and the community from those hazards as specified in the various HSE plans. The HSE Manager will confirm subcontractors have provided hazard specific control requirements as needed (e.g., AHA’s, hot work permit process, respiratory protection, material handling, chemical use, etc.) and they are being implemented effectively. Will conduct the daily tailgate safety meeting ensuring topics are discussed which are relevant to the work. When conditions change in the field that have not been planned for or pose a hazard, the HSM will work with operations to address. Each situation will be assessed for risk/hazards and controls appropriately documented, reviewed/approved and field crews briefed. When an apparent imminent danger exists, they shall immediately remove all affected Jacobs employees and subcontractors, notify subcontractor safety representative, stop affected work until adequate corrective measures are implemented, and notify the PM.
Preferred qualifications:

10+ years of construction and safety leadership experience.

Experience supporting major oil and gas operators or similar industrial clients.

OSHA 30-hour Construction certification.

OSHA 500/510, CSP, ASP, CHST, OHST, or equivalent credentials preferred.

Experience managing contractor safety performance across multiple subcontractors.

Knowledge of excavation, lifting operations, heavy equipment, energy isolation, hot work, confined space, and line-of-fire hazards.

Experience conducting RCA and incident investigations.
