Summary:The Placement Counselor will support the Program Director and Career Navigator with program operations and business engagement. This person assists with establishing, maintaining, and enhancing relationships with businesses that will engage in work experience activities with youth participants. The person will also support some classroom and participant career readiness activities required to maintain a high level of participant retention and successful achievement of participant and programmatic goals. Overall, the program will support youth and young adults by offering career readiness training, paid work experience activities, and case management. The Placement Counselor will support efforts for program start-up, implementation, and continuous improvement. This role is hybrid, at least 3 days onsite required weekly.

Responsibilities:

General:

  • Maintain a working knowledge of TANF and the PA Department of Public Welfare regulations.

  • Prepare periodic written reports, both statistical and narrative.

  • Participate in supervisory meetings, team meetings and division meetings on an ongoing basis.

  • Participate in contract compliance and achievement of program goals.

  • Participate in additional programmatic and agency-wide activities as assigned.

  • Participate in periodic Employment Services trainings.

  • Participate in program and Workforce Initiatives Unit Total Quality Management Implementation.

  • Maintain up-to-date knowledge of funder’s goals

  • Incorporate changes in daily operations as directed, based on regulator changes

Program Specific:

  • Collaborate with staff to provide appropriate community service sites, job search, and job placement activities.

  • Place clients in community service sites and jobs in order to meet contract goals.

  • Use assessment results and software for customized job development, matching, and placement.

  • Identify area employers with potential job openings.

  • Arrange for a minimum of one on-site employer presentation each month.

  • Facilitate employment and other related workshops as needed.

  • Develop appropriate job leads for clients with area employers. Set up interviews with employers.

  • Verify placements of job seekers within two weeks of job start date.

  • Maintain working knowledge of industry and job trends.

  • Market program services and participants to employers via phone and personal contacts.

  • Explain any applicable tax credits and other benefits to employers.

  • Develop on-going relationships with employers to ensure community service sites and job placements.

  • Meet and develop relationships with program participants needing employment.

  • Prepare and maintain database of leads, employers, jobs, and placements.

  • Prepare clients for placements through mock interviews and job skills workshops.

  • May be required to develop employer-generated training materials, improve existing workshop materials, and develop video of successful clients.

  • Other related duties as assigned.

  • High school diploma/equivalency with commensurate experience

  • Passion for supporting youth and young adults.

  • Appropriate experience (sales, job development) required

  • Experience with workforce and training programs for youth or adults.

  • Proficient in Microsoft 365 suite: Outlook, Word, Excel, PowerPoint, and SharePoint.

  • Understanding of database management such as Salesforce, the Commonwealth Workforce Development System (CWDS) or other CRM software.

  • Ability to perform administrative functions such as organizing and completing paperwork, gathering, and tracking data, and reading and understanding technical documents.

  • Adept written, verbal, interpersonal, and presentation skills.

  • Experience cultivating and managing partnerships with community and advocacy organizations and/or government entities.

  • Ability to work independently and as a team member.

  • Willingness and ability to travel to various locations.

  • Flexibility to work evenings and weekends as needed.

  • Successfully passing background checks (PA State Criminal, PA Department of Public Welfare Child Abuse, U.S. Department of Justice National Sex Offender Registry, and F.B.I. fingerprinting).

The base pay for this position will start at $55,000. Base pay is one part of the Total Compensation that JEVS Human Services provides to recognize employees for their work.
