Job Summary

The Foreign Military Sales (FMS) Case Manager supports security assistance programs by developing, coordinating, reviewing, and executing FMS cases throughout the case lifecycle. The role leads development of Basic cases, Amendments, and Modifications and coordinates equipment, software, technical assistance, training, logistics, and financial requirements with program stakeholders. The FMS Case Manager develops Letters of Offer and Acceptance (LOAs) and supporting case documentation in accordance with the Security Assistance Management Manual (SAMM) and applicable requirements. This position monitors milestones, financial considerations, and case implementation activities to support cost, schedule, performance, and compliance objectives. Success requires clear communication, disciplined organization, collaborative stakeholder coordination, sound analysis, and close attention to case documentation and program details.

Roles and Responsibilities

  • Lead planning, coordination, development, and execution of Basic FMS cases, Amendments, and Modifications throughout the case lifecycle.

  • Coordinate with technical specialists and program stakeholders to define country requirements for equipment, software, technical assistance, training, logistics, funding, and schedule.

  • Organize and lead Case Initiation Meetings for Basic FMS cases to align stakeholders on requirements, timelines, responsibilities, and budget considerations.

  • Prepare and coordinate Letters of Offer and Acceptance, Letters of Agreement, pricing and availability studies, and associated case-development documentation.

  • Develop and consolidate required case documentation, including sole-source justifications, Missile Technology Control Regime documentation, and Congressional Notification packages, as applicable.

  • Manage case-development milestones against assigned Anticipated Offer Date requirements and monitor cases through pre-implementation and implementation activities.

  • Conduct quality reviews and financial analyses to verify case accuracy, completeness, policy compliance, fiscal stewardship, and audit readiness before submission for approval.

  • Coordinate with higher headquarters, government organizations, contractors, and foreign liaison offices to resolve case-development and execution issues involving cost, schedule, logistics, or performance.

  • Analyze program and logistics issues, monitor case status, and recommend corrective actions supporting effective case execution.

  • Other duties as assigned in support of mission and business requirements.

Basic Qualifications

  • Bachelor's Degree in business, logistics, program management, international affairs, acquisition, or a related discipline and 5 years of experience in lieu of degree, a High School diploma and 13 years of experience is required.

  • Professional experience supporting Foreign Military Sales, security assistance, security cooperation, acquisition, logistics, or related defense programs.

  • Experience developing, reviewing, coordinating, or executing FMS case documentation, including LOAs, Amendments, Modifications, or pricing and availability information.

  • Working knowledge of the Security Assistance Management Manual and FMS case-development requirements.

  • Experience performing program, financial, logistics, schedule, or case-management analysis using Microsoft Office applications.

Preferred Qualifications

  • Experience supporting FMS programs through case development, implementation, execution, and closure activities.

  • Experience with Defense Security Assistance Management System (DSAMS) or comparable FMS case-management systems.

  • Experience preparing sole-source, Missile Technology Control Regime, Congressional Notification, or related security-assistance documentation.

  • Knowledge of acquisition, Integrated Logistics Support, weapon-system fielding, lifecycle logistics, and sustainment requirements.

  • Experience performing financial analysis, budget planning, resource management, or audit-readiness activities for FMS programs.
