Full job description
Purpose:
The Senior Manager, Capture Management – Construction is responsible for implementing the Strategic Growth Plan of KOMAN Holdings (KH) Construction Sector, to include its construction subsidiaries and Joint Ventures (JV) partnerships. Together with the Managing Director of Construction and the Construction Sector General Managers, this role is responsible for identifying construction opportunities within the Federal Government, shaping pursuits early, developing winning capture strategies, and driving compliant, compelling proposals. The Senior Manager, Capture Management – Construction serves as the primary liaison between business strategy, operations, proposal teams, and external partners to ensure the company consistently competes in targeted markets.
Essential Functions:

Oversee the pursuit of a new business opportunity once a company makes a formal decision to pursue it, and manages the transition from discovery of the opportunity to the proposal process where the opportunity is awarded or closed.

Aid the business development team in Identifying and qualifying new business opportunities, and coordinates in-depth research and analysis.

Focus on winning a particular pursuit, and is the dedicated resource for that pursuit.

Administer bid strategies, pricing, teaming, and proposal strategies.

Own the full capture lifecycle from initial identification through proposal submission

Bridge the gap between initial customer contact and final proposal submission.

Develop and execute a multi‑year capture pipeline aligned to KOMAN’s corporate goals, core capabilities, and federal market trends

Leverage relationships with USACE, NAVFAC, Air Force, and other Federal agencies to identify potential opportunities based on agency forecasts, acquisition plans, and budget priorities
-
Lead capture effort to include competitive analysis, teaming, and strategy development for targeted opportunities
-
Monitor SAM.gov, agency forecasts, and industry events to identify qualified opportunities
-
Develop capture plans, win themes, discriminators, and solution strategies tailored to each opportunity
-
Lead technical, operational, and pricing teams in developing compliant, compelling solutions
-
Working with General Managers, develop and implement Non-Disclosure Agreements and Teaming Agreements with strategic partners

Develop strategic responses to requests for market research / sources sought
-
Oversee proposal development to ensure compliance with RFP requirements

Work closely with proposal managers to drive content development, color team reviews, and final production and ensure that proposals reflect the company’s strengths, past performance, and technical credibility

Work with Business Strategy organization to maintain a central repository of reusable content, graphics, matrices, and past performance summaries

Represent the company at industry events to obtain information on upcoming acquisitions

Lead pre‑RFP engagement, including capability briefings, site visits, and customer meetings

Develop targeted messaging and outreach materials that reinforce the company’s value proposition.
Education:
-
Bachelor’s degree or equivalent experience
-
APMP certification a plus
Required Qualifications:
-
8+ years of experience in federal business development and capture management, preferably within USACE, Air Force, or NAVFAC architect/engineer/construction (AEC) opportunities
-
Demonstrated success leading captures for design-build, sustainment/renovation/maintenance (SRM), and other construction opportunities (vertical, horizontal, and/or demolition)
-
Strong understanding of federal acquisition regulations (FAR/DEAR) and Federal agency procurement processes
-
Proven ability to develop winning strategies, lead proposal teams, and manage complex pursuits
-
Exceptional communication, relationship‑building, and executive‑level presentation skills
-
Extensive experience with Word and PowerPoint
Preferred Qualifications:
-
Experience with multiple types of solicitations including firm fixed price, IDIQs, and MATOCs, as well as Other Transaction Authorities (OTAs)
-
Proposal writing or proposal management experience with a track record of evaluator‑friendly content
-
Experience developing and capturing directed award opportunities
-
Understanding and experience utilizing Artificial Intelligence to support capture efforts
