POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Leads or supervises, coordinates and reviews departmental operations and procedures. Develop various management reports for implementing revised management procedures and policies. Serves as the primary liaison to effectively manage financial policies, procedures and systems.
The Management Analyst IV position will coordinate and review departmental operations and procedures in the creation and administration of water supply, wastewater, and groundwater reduction program contracts
Key Responsibilities:
- Leads, trains, and evaluates employees involved in evaluating, researching and analyzing financial and operating activities and procedures. Develops, updates, and maintains Standard Operating Procedures (SOPs) for contract administration, reporting workflows, data validation processes, and customer interactions. Ensures documentation remains current, accurate, and aligned with departmental policies.
- Coordinates, prepares and reviews financial and management reports, such as budget reviews and projections. Assist with invoices and purchase order tracking, support budget development activities, and perform financial tasks within SAP.
- Reviews, research, and survey requests to assess operational improvements and implement revised management procedures.
- Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules and long-range forecasting.
- Provides systems development and maintenance to enhance functionality. Support contract and project monitoring by providing timely updates, enhancing workflow processes, and maintaining accurate and organized databases.
- Coordinates systems user/support training. Develops and organizes specialized training for water supply, wastewater, and groundwater administrative staff.
- Handles various special projects as assigned. Leads, trains, and evaluates the review and approval of Municipal Utility District consent items and contract council items.
WORKING CONDITIONS There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Department of Public Works position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
EXPERIENCE REQUIREMENTS Six (6) years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.
Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.
LICENSE REQUIREMENTS None.
PREFERENCES
Preference will be given to applicants with knowledge of water utility experience.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

SALARY INFORMATION Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
Pay Grade 25
