POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

This position will perform the duties outlined below to help ensure the Service Line is functioning at optimal efficiency in delivering products/services per customers’ expectations. The Management Analyst III develops, organizes, implements, and monitors financial, operational, and administrative activities. The analyst supports Transportation & Drainage Operations (TDO) by analyzing financial and operational data, monitoring contracts and expenditures, improving business processes, coordinating performance reporting, and providing analytical support for management decision-making.

  • Budget & Financial Analysis

  • Develop, prepare, and monitor authorization requests for goods and services.

  • Review budget availability, expenditures, and funding requirements to ensure appropriate approvals and alignment with budgeted resources.

  • Conduct historical spending and projection analyses to identify trends, forecast future needs, and support budget development and long-range financial planning.

  • Financial, Operational & Performance Reporting

  • Compile, analyze, and interpret financial, operational, and performance data from multiple sources.

  • Collaborate with subject matter experts to develop management reports, dashboards, presentations, and other analytical documents.

  • Identify trends, variances, and performance issues and provide recommendations to support management decision-making.

  • Invoice & Documentation Review

  • Review and reconcile invoices, delivery documentation, work orders, receiving records, and billing information.

  • Verify accuracy, completeness, appropriate approvals, and consistency with authorized terms, contract requirements, and departmental records.

  • Identify discrepancies and coordinate with appropriate staff to resolve issues.

  • Special Projects

  • Manage and complete complex and sensitive special projects involving multiple divisions, departments, and stakeholders.

  • Support other financial, operational, and strategic initiatives assigned by leadership.

  • Operational Data Collection & Reporting

  • Coordinate the collection of operational data from work order systems and other departmental sources.• Provide reporting reminders, verify data accuracy and completeness, and follow up with staff to resolve discrepancies.

  • Consolidate and prepare monthly and quarterly operational and performance reports for management review. Lead or assist with special projects involving operational analysis, technology implementation, overtime analysis, process improvement, and cross-functional initiatives as assigned.

WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

This is a Houston Public Works position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.

EXPERIENCE REQUIREMENTS Four years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.

Substitutions Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

GENERAL INFORMATION

SALARY INFORMATION Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.

Pay Grade 21
