The Senior Manager will play a strategic leadership role in the US Army IT business account, with a primary focus on advising account leadership on the US Army IT Services contracting environment. The individual will be responsible for assisting the account General Manger in developing and executing growth strategies, advising on potential client relationships, and driving revenue in alignment with FRA’s goals. The role also involves establishment of new program execution, supporting contract phase-ins, and ensuring operational readiness. This position requires a seasoned leader with deep knowledge of US Army IT services acquisition, contracting processes, and a proven record of success in the US Army sector.

  • Manage and support new projects/programs during contract transitions and initial execution phases.

  • Prepare technical reports, dashboards, and performance metrics to communicate business growth, contract performance, and opportunity pipelines to executive leadership.

  • Report to the General Manager, with a dotted line to the Director of Business Development and Director of Operations, providing regular updates on strategy execution and operational activities.

  • Influence internal and external stakeholders, driving alignment with FRA’s strategic objectives.

  • Work independently, managing multiple priorities in a fast-paced environment with little to no supervision.

Qualifications

  • Bachelor’s Degree or higher in Computer Science, Information Systems, Business Analysis, or a related field.

  • Minimum of 10-12 years of experience in business development and IT project management within U.S. Army environments.

  • Strategic organic business growth track record, including expanding contract scope through tenant-funded C4IM requirements, engineering change proposals, and IT modernization initiatives.

  • Familiarity with modern Army IT operational paradigms, including Zero Trust Architecture (ZTA), Comply-to-Connect (C2C), and enterprise wireless/5G integration.

  • Experience conducting executive-level C4IM service reviews with installation leadership, 2-Star/3-Star commands, and major tenant organizations (e.g., PEO EIS, DTRA, INSCOM, DLA).

  • Strong understanding of US Army acquisition processes, contracting vehicles, and defense market dynamics.

  • Demonstrated ability to develop capture strategies, lead proposal efforts, and successfully grow defense programs.

  • Strong leadership, management, and organizational skills.

  • Excellent analytical, negotiation, presentation, and problem-solving abilities.

  • Superior written and oral communication skills, with the ability to influence senior-level stakeholders.

  • Active SECRET clearance required; TOP SECRET preferred.
