Full job description

The D&G team is seeking a Technical Business Analyst to join our team. The Technical Business Analyst serves within a Research and Development (R&D) technical team supporting the Defense Logistics Agency’s efforts to improve logistics, supply-chain operations, data use, enterprise systems, and emerging technology capabilities. In this role, the analyst leads and supports complex, cross-functional projects that translate mission needs into actionable business, process, data, and technical requirements.

Working closely with technical personnel, functional subject-matter experts, program managers, users, and senior leaders, the Technical Business Analyst analyzes business problems, evaluates processes and systems, develops recommendations, and supports the design, testing, implementation, and continuous improvement of R&D capabilities. The selected candidate will maintain and expand technical proficiency in areas relevant to the organization’s mission, such as data analytics, automation, digital transformation, systems integration, artificial intelligence-enabled tools, and product delivery methods.

Roles and Responsibilities:

Technical Analysis and Requirements Development

  • Lead the elicitation, analysis, validation, documentation, and management of business, functional, data, and technical requirements for R&D projects and technology initiatives

  • Translate complex logistics, acquisition, supply-chain, financial, readiness, and operational business needs into clear user stories, use cases, process models, acceptance criteria, and system requirements

  • Conduct current-state and future-state business process analysis to identify inefficiencies, risks, capability gaps, duplicative effort, and opportunities for automation or modernization

  • Develop process maps, workflow diagrams, data-flow diagrams, business rules, decision logs, requirements traceability matrices, and other analytical products

  • Assess the feasibility, expected benefits, constraints, dependencies, and operational impacts of proposed solutions

Technical Team Integration

  • Operate as a core member of a multidisciplinary technical team and foster productive collaboration between business stakeholders and technical personnel.

  • Support Agile, iterative, DevSecOps, human-centered design, or other product-development approaches, as applicable

  • Participate in technical discussions to ensure proposed solutions align with validated mission requirements, user needs, data constraints, architecture considerations, and operational realities

  • Support system demonstrations, user acceptance testing, pilot programs, operational assessments, and post-implementation reviews

  • Assist in identifying data quality issues, integration requirements, interface dependencies, and user-experience considerations affecting solution delivery

Project Leadership

  • Serve as a project lead, product lead, integrated project team lead, or senior analyst for assigned R&D efforts

  • Plan, coordinate, track, and report project activities, milestones, deliverables, risks, issues, resource needs, and dependencies

  • Facilitate meetings, working groups, requirements workshops, demonstrations, sprint reviews, and stakeholder engagements

  • Coordinate activities among technical developers, data analysts, engineers, cybersecurity personnel, functional users, program managers, and other stakeholders.

  • Support development of project charters, integrated schedules, implementation plans, test plans, deployment plans, performance measures, and sustainment recommendations

  • Prepare concise decision-ready briefings, read-a heads, executive summaries, status reports, and recommendations for senior leaders

  • Other duties as assigned

Required Qualifications:

  • Bachelor’s degree or higher in business administration, information systems, data analytics, supply-chain management, operations research, engineering, computer science, public administration, or a related field

  • 5 years’ relevant experience

  • Ability to obtain a Secret clearance

  • May be required to obtain and maintain any required suitability, security, training, or certification requirements for the position

  • Occasional travel, temporary duty, or participation in cross-organizational working groups may be required

  • Must comply with applicable Department of War, DLA, organizational, security, records-management, privacy, and information-handling requirements

  • Excellent communication and collaboration skills

  • Cultural fit within a collaborative team environment

Preferred Qualifications:

Relevant professional certifications may include, but are not required:

  • Possess a DoD 8570 IAT Level II and CE Certification for applicable cloud or be capable of obtaining certification.

  • Project Management Professional (PMP)

  • Agile, Scrum, or product-owner certifications

  • Data analytics, cloud, cybersecurity, or enterprise-platform certifications

  • Equivalent certifications may be listed and reviewed for acceptance
