Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DOD Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

  • Perform as the Unaccompanied Personnel Housing (UPH) Branch Chief (Supervisor) for III Corps and Fort Hood.
  • Studies housing demand and trends of current and projected installation strength and mission data to provide input for the Army Housing Justification Process.
  • Supervise and direct work of Branch personnel; Review and analyze work methods, procedures, internal policies and physical layout of activities.
  • Manage and approve leave for all Branch employees; Interview and select candidates for key positions.
  • Oversee the Army’s Barracks Management Program (ABMP) and Troop Appliance Maintenance and Repair (TAMR) contracts, administered by DPW Operation and Maintenance Division.
  • Attend and participate in a variety of meetings, conferences, and briefings with members of the command group and other staff agencies.
  • Assist in providing requisite input to Resource Management personnel, for the development of Command Operating Budget.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience : One year of specialized experience which includes 1) Assisting in the development of housing and barracks management plans for an installation; 2) Providing oversight of development of scopes of contractor work; 3) Preparing specifications for complex contracts dealing with maintenance and/or housing projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Position may be filled as a Term Appointment NTE 3 Years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with NO statutory return rights back to a permanent position. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Installation Management Career Program position aligned under the Installations Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.
