Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DOD Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.
Duties
- Serve as a Housing Manager responsible for direct, onsite management, administration and implementation of projects, facilities, and complexes.
- Brief and counsel Active Duty and retired, accompanied and unaccompanied Military as well as DoD Civilians, and/or Family Members on housing programs.
- Schedule and perform various inspections of community rental properties to determine adequacy, habitability and suitability.
- Assist the supervisor, in developing overall installation plans and procedures and development of short and long range barracks sustainment, restoration, modernization, or replacement projects.
- Plan and budget for maintenance, repair and distribution of family and bachelor housing furniture including furniture for troop billets.
- Serve as a member of a team administering on post privatization efforts for the Residential Communities Initiative (RCI) and supports Privatized Army Lodging (PAL).
- Prepare assigned prospect correspondence in final form for signatory approval of Division and/or branch chief.
Qualifications
Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience : One year of specialized experience which includes (1) Performing inspections of community rental properties to identify problems ; (2) Following up on work orders to ensure task completion, and customer satisfaction; and (3) Researching legal and lease documents to ensure compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:Real Estate, Property Management, or Business Administration . OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. This is a(n) Housing Management Career Program position aligned under the Installations Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.
