Summary

The Primary Purpose of the Position is to serve in the capacity of a Management Assistant, the duties of which are to provide for the administrative and managerial functions for the Community Based Outpatient Clinics (CBOCs). Central Texas Veterans Health Care System that provides medical, Social work, Telehealth, and mental health and primary care services located at the Killeen and Copperas Cove (CBOCs).

Duties

The incumbent will perform a variety of duties, including but not limited to the following: Assists managers and staff in projecting staffing needs; Keeps a list of incoming and outgoing staff, ensuring that the information is current; Provides advice and assistance to the CBOC Leadership concerning Federal and agency personnel processes and procedures; Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities; Assists patient advocates office with patient complaints and compliments; Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the CBOC; Provides for the overall administrative management of the CBOC. This may include interpreting administrative policies. defining administrative requirements, and/or providing advice to the CBOC Leadership on related issues of the policies. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephone, etc. Reviews monthly VHA Support Service center (VSSC) data for clinic metrics in Patient Centered Management Mode (PCMM). Monitors performance and changing processes when necessary to ensure that goals are met. Analyzes various data, providing oversight and assisting with management improvements for the Community Based Outpatient Clinic. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: One year of specialized experience, equivalent to at least the GS-(06) level in the federal service, that equipped me with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes, but is not limited to the following: Creating, reviewing, and analyzing incoming requests, preparing monthly reports with detailed documentation and tracking for measures; Planning, coordinating, and executing daily business functions of a service line; Managing resources, materials, equipment and funding; understanding the financial processes including how to administer a program budget, monitor balances, status of projects, expenditures, and recommend adjustment of funds as needed, maintaining contract records and expenditures; Preparing correspondence and standard operating procedures; Effectively communicating with clients and customers through written and oral means both inside and outside the organization to address and resolve concerns.
