Please Note: This is a Time Limited Equivalent (TLE) position with annual/sick leave accrual, paid holidays, and insurance/retirement benefits. This position is expected to run through December 31, 2030. SC Housing's Development Division administers a diverse portfolio of community development programs across the state of South Carolina. The Community Development area consists of several different programs to include the HOME Investment Partnerships Program (HOME), the National Housing Trust Fund Program (NHTF), the Neighborhood Stabilization Program (NSP). the State Housing Trust Fund (SCHTF), and the HOME-ARP program. We are seeking a dynamic, enthusiastic individual to join our Community Development team as a program coordinator working with our HOME-ARP program. HOME-ARP was appropriated under The American Rescue Plan Act of 2021 to assist those who are homeless, at risk of being homeless, or are members of other vulnerable populations to provide housing, supportive services, tenant-based rental assistance, and non-congregate shelters. You will perform a variety of complex grant program administration duties involving numerous federal and state regulations, policies and procedures relative to the HOME-ARP program, specific to Tenant Based Rental Assistance and Supportive Services activities. You must be up for the challenge of collaborating with existing team members to establish effective and efficient policies and procedures to ensure the programs' success. On a daily basis, you will use your analytical and interpersonal skills to communicate with our clients. You will be responsible for maintaining productive relationships and providing high quality technical assistance to awarded entities. You will be able to contribute to program development and assist award recipients to develop successful strategies to complete projects. Finally, you will work closely with awarded entities to ensure projects are compliant with program requirements and are completed by the required deadlines. Your responsibilities will include working with staff and awarded entities to develop creative solutions for obstacles that arise to ensure the successful timely completion of grants. Agency minimum qualifications*:A high school diploma/GED and a minimum of three (3) years of full-time experience in the administration of federal grants, housing subsidy programs, housing management, housing finance, homeless assistance programs, or other housing related field.
- An equivalent combination of education and experience may be substituted to meet the agency minimum requirements. (i.e. 1 year of education = 1 year of related experience).
Additional Requirements:
- Ability to multi-task and manage time effectively, prioritize tasks, and process time sensitive materials in a fast-paced environment.
- Must interpret laws, regulations, policies and procedures relevant to grant and program management.
- Exercise judgment and discretion to make sound decisions supported by facts.
- Serve as the primary point of contact for award recipients and assist recipients with program implementation and compliance questions.
- Review grant agreements, budgets, work plans, and program requirements to ensure funded activities are implemented as approved.
- Track grant expenditures, obligations, commitments, performance, and available funding.
- Strong technical skills are necessary with proficiency in all Microsoft Office products.
- Ability to perform tasks in MS Excel, such as spreadsheet design/layout and calculations/formulas and have experience keying data accurately into existing databases.
- Assist with the creation of program materials, such as manuals, applications, forms, training materials, and written policies and procedures.
- Establish and maintain effective working relationships with department staff, coworkers, external partners, and customers with a wide range of grant experience.
- Provide input and make recommendations for program enhancement.
- Assist with reviewing applications.
- Possess strong verbal and written communication skills to write letters and other business-related correspondence that are professional in appearance and content.
- Maintain accurate, organized, and complete grant files.
- Review requests for payment and supporting documentation for allowability, eligibility, accuracy, and compliance.
- Track progress of projects and notify management when intervention is necessary to ensure deadlines are met.
- Provide technical assistance to entities receiving funding through oral presentations conducted at workshops, technical assistance trainings, daily phone and email communications.
- Assist with monitoring award recipients to verify compliance with program requirements and to identify and address program and/or performance deficiencies and necessary corrective actions.
- Assist with state and federal reporting requirements.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations. A Bachelor's degree in general studies or related field of study and a minimum of three (3) years of full-time experience in administering or monitoring HUD-funded programs, particularly the HOME Investment Partnerships Program (HOME), HOME-ARP, Community Development Block Grant (CDBG), Emergency Shelter Grants (ESG), Housing Choice Voucher (HCV), or other federal housing programs.
