Job Description

Insight Global is looking to hire a Data Engineer to support financial, acquisitions, and budget data capabilities for DHS OCIO. Much of the current environment relies on manual processes across ServiceNow and other financial systems, so this person will work directly with Federal financial analysts to understand how those processes work today, identify opportunities for automation, and determine the best technical solution.

A large part of the role will be discovery and problem solving. This person will dig into existing workflows, business rules, Excel-based transformations, SQL queries, ServiceNow processes, and upstream financial data sources supporting financial reporting, spend-plan analysis, Lines of Accounting metrics, and other mission needs. From there, they will design and build automated backend solutions using Python and/or ServiceNow to streamline those processes.

This person will be relied on to independently work through ambiguity, uncover how existing processes and data flows operate, recommend the right technical approach, and then build the solution. They will work within an Agile team and closely with Federal stakeholders, internal technical teams, and external vendors as requirements and solutions continue to evolve.

Responsibilities Include:

  • Partner with Federal financial and acquisitions stakeholders to understand, document, validate, and improve current financial, acquisitions, budget, and spend-plan data processes.
  • Support the ingestion, transformation, validation, reconciliation, storage, and provisioning of financial data from approved upstream sources.
  • Develop, maintain, and optimize SQL queries, data models, ETL/ELT processes, and backend integrations that support reporting and operational needs.
  • Rebuild, enhance, or automate existing manual data workflows using Python, ServiceNow, SQL, and other approved technologies.
  • Support data refresh, quality-control, and publication activities for financial metrics, including Lines of Accounting, spend-plan, and Summary of Funds reporting.
  • Design and implement scalable, maintainable backend services and data-processing logic in coordination with teams responsible for front-end application development.
  • Identify process bottlenecks, data-quality issues, and automation opportunities; recommend practical improvements and support approved implementation.
  • Create and maintain technical documentation, process flows, data mappings, business-rule documentation, and standard operating procedures.
  • Perform testing, validation, reconciliation, and troubleshooting to ensure accurate, timely, and reliable data processing.
  • Work with program management, data architects, engineers, and Federal stakeholders to define and implement evolving requirements.
  • Collaborate effectively with external vendor teams and other delivery partners to support integrated solution delivery.
  • Apply Agile engineering practices, including version control, automated testing, continuous integration, and configuration management.
  • Help cultivate an environment that promotes customer service excellence, innovation, collaboration, and teamwork.

Compensation: $62.00/hr to $68.00/hr.

Exact compensation may vary based on several factors, including skills, experience, and education.

Employees in this role will enjoy a comprehensive benefits package starting on day one of employment, including options for medical, dental, and vision insurance. Eligibility to enroll in the 401(k) retirement plan begins after 90 days of employment. Additionally, employees in this role will have access to paid sick leave and other paid time off benefits as required under the applicable law of the worksite location.

Skills and Requirements

  • Ability to obtain a DHS EOD security clearance
  • Bachelor’s degree in Information Technology, Computer Science, Data Science, Engineering, or a related field
  • 7+ years of IT experience, including data engineering, data integration, ETL/ELT development, or related experience
  • Strong experience with ServiceNow, including data imports, integrations, reporting, workflows, and backend configuration/development
  • Demonstrated experience developing and maintaining data pipelines, data transformations, and relational database solutions
  • Experience developing ETL/ELT processes and performing data validation, reconciliation, and quality-control activities
  • Proficiency with Python and SQL, including writing, troubleshooting, and optimizing complex data-processing logic
  • Experience working with relational databases such as PostgreSQL or MySQL
  • Experience translating complex business rules into repeatable, supportable technical solutions
  • Experience working with version-control systems such as Git and platforms like GitHub or GitLab
  • Strong written and verbal communication skills, including the ability to explain technical concepts to nontechnical stakeholders
  • Familiarity with Agile principles and practices
  • Federal background/experience
  • Experience with DHS or knowledge of DHS standards and operating environments.
  • Experience using Jira and Confluence or similar tooling (e.g., Azure DevOps).
  • Experience supporting federal financial, budget, acquisitions, procurement, or accounting data systems.
  • Experience with federal financial systems or financial data constructs, such as Lines of Accounting, obligations, expenditures, spend plans, or funds reporting.
  • Experience with AWS data services and cloud-based data platforms.
  • Experience with Databricks, including data engineering, SQL, data pipelines, or governance capabilities.
  • Experience with ServiceNow application development, integrations, scripting, or platform administration.
  • Experience creating reports, dashboards, or visualizations using Tableau, Power BI, or similar tools.
  • Experience coordinating technical delivery across multiple internal and external vendor teams.
