Job Description
Interactive Government Holdings(IGH)is seeking qualified, trained and capable individual to serve as Manpower and Financial Analytics Subject Matter Experts.
The Manpower and Financial Analytics Subject Matter Expert (SME) serves as the principal advisor for workforce planning, manpower analysis, personnel-resource integration, and financial analytics within the Ohio National Guard Office of Human Resources. The position converts complex personnel, organizational, and budget data into reliable forecasts, decision products, and actionable recommendations that support leadership priorities, workforce readiness, fiscal stewardship, and compliance with applicable policies and controls.
Position Requirements
Major responsibilities include (not all inclusive):
Lead manpower studies, workforce assessments, and organizational analyses to determine current and future personnel requirements.
Develop and maintain analytical models, dashboards, scorecards, and recurring reports covering authorizations, assignments, vacancies, strength, grade and skill mix, labor costs, and budget execution.
Integrate personnel, position, organizational, and financial data from multiple authoritative systems; reconcile discrepancies and document data lineage, definitions, and business rules.
Produce forecasts, scenarios, trend analyses, and risk assessments that quantify the workforce and financial effects of policy, mission, organizational, or funding changes.
Advise Human Resources and senior leaders on manpower utilization, resource allocation, staffing priorities, affordability, and readiness impacts.
Support the planning, programming, budgeting, and execution cycle by developing personnel-cost estimates, spend plans, variance analyses, unfunded requirement assessments, and decision briefs.
Establish data-quality controls and analytical standards; validate source information and ensure products are accurate, timely, reproducible, and suitable for executive decision-making.
Translate complex findings into clear briefings, visualizations, executive summaries, and recommendations for technical and nontechnical audiences.
Coordinate with finance, operations, force management, information technology, comptroller, and program offices to resolve data issues and align workforce plans with mission priorities.
Evaluate processes, identify opportunities for automation and improvement, and document repeatable procedures, controls, and continuity materials.
Respond to data calls, audits, inspections, and leadership inquiries while safeguarding sensitive personnel and financial information.
Provide technical guidance, training, and quality assurance to analysts and stakeholders using manpower and financial data.
Skills / Certifications:
Bachelor of Science.
Fifteen years experience.
Must have a favorable Tier I (T1)/National Agency Check with Inquiry (NACI) (or higher) investigation and must maintain the level of security required for the life of the contract.

Qualifications:
Advanced expertise in financial and statistical analysis across AGR, MILTECH, and FTS personnel categories. Demonstrated proficiency in predictive modeling, trend analysis, lifecycle forecasting, queueing theory, optimization modeling, and workforce behavior modeling. Advanced proficiency in Microsoft Excel, including VBA/Macros and complex multi-variable formula design.
Comprehensive knowledge of federal statutory and regulatory frameworks (NDAA, Title 10, Title 32, DoD Instructions, and ARNG/NGB/ANG policy directives). Proven track record in federal budget execution, MDEP analysis, AAA audit readiness, high-risk program compliance, and execution of the Planning, Programming, Budgeting, and Execution (PPBE) process within ARNG/ANG environments.
Expert-level SQL data extraction, syntax language (Python or C++), database architecture, data governance, and automated dashboard/reporting development for senior leadership and HRO metric tracking. Hands-on operational experience with National Guard enterprise systems, including GFEBS, PBAS, RM Online, Data Warehouse, FTSMCS, DPRO, IPPS-A, RCMS-G, and SELRES
Extensive experience reviewing, validating, and recommending modifications to organizational allowance standards. Proven capability in ARNG/ANG operational and contingency resourcing planning, personnel readiness, strength management, lifecycle sustainability, control grade analysis/resourcing, and recruiting/marketing ROI forecasting.
Proven ability to provide analytical recommendations for process improvements and identify coordination friction points across functional staff for government resolution.
