Senior Data Analyst Team Lead

Hybrid | Brookmont, Maryland | TS/SCI with CI Poly Required

D&G is seeking a Senior Data Analyst Team Lead to support the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) Improving Performance Management, Data Analysis, and Evaluation (IPMDE) contract. The IPMDE contract strengthens I&A's ability to make data-driven performance and resource decisions by establishing and maintaining an integrated performance framework, expanding dashboards, data visualization, and analytical capabilities, and enhancing organizational awareness of performance. This is a hands-on technical leadership position. The successful candidate will serve as the senior data analytics practitioner and technical lead for the program while concurrently performing Program Manager responsibilities. The position requires demonstrated senior-level experience in Python, data extraction and transformation, data analytics, data visualization, and organizational performance analysis; program management experience alone is not sufficient.

What You Will Do

  • Lead and perform advanced data analytics across operational, management, intelligence production, customer feedback, and organizational performance datasets to identify trends, relationships, performance gaps, and opportunities for improvement. Translate complex analytical findings into actionable insights and recommendations for Government leadership. • Develop and maintain Python-based data solutions to extract, parse, clean, transform, integrate, validate, and analyze structured and unstructured data from multiple sources. Develop reusable scripts and automated processes that improve data quality, repeatability, efficiency, and analytical capabilities. • Design, implement, and maintain ETL processes and data pipelines that continuously acquire, transform, integrate, and load operational, customer feedback, and management-related datasets into authoritative performance repositories and analytical environments. Identify relationships among disparate datasets and establish repeatable methods for integrating data to support analysis and reporting. • Lead organizational performance analysis and performance measurement activities, including development and refinement of key performance indicators (KPIs), performance measures, targets, methodologies, and analytical frameworks aligned with DHS and Office of the Director of National Intelligence (ODNI) requirements. Assess organizational effectiveness and connect operational performance to strategic objectives and resource decisions. • Develop quantitative and qualitative analytical methodologies to evaluate organizational capabilities, program effectiveness, customer outcomes, and mission performance. Apply statistical analysis, data mining, trend analysis, mixed-method research, surveys, and other analytical techniques to answer complex operational and management questions. • Lead data visualization and decision-support development, translating analytical results into executive-level dashboards, interactive visualizations, charts, reports, and other products using Power BI and related technologies. • Lead requirements gathering and stakeholder engagement with Government executives, program managers, analysts, and mission stakeholders to identify business questions, analytical requirements, relevant data sources, decision points, and performance information needs. • Conduct and oversee program evaluations and special analytical studies, including capability and gap analyses, organizational assessments, surveys, and ad hoc analyses requested by senior leadership. • Ensure analytical quality and data integrity through data validation, quality control, documentation, peer review, and repeatable analytical methodologies. Establish standards for data lineage, analytical assumptions, metric definitions, source-of-record identification, and reproducibility of analytical results. • Provide technical leadership and mentorship to the project team, assigning and coordinating analytical activities, reviewing technical approaches and deliverables, resolving technical challenges, promoting analytical best practices, and ensuring consistency across data engineering, analytics, visualization, and performance management activities. • Serve as the primary contractor technical interface with Government leadership, communicating project status, analytical findings, risks, technical issues, and recommendations and ensuring the team responds effectively to emerging Government priorities and analytical requirements. • Serve concurrently as the Program Manager, with responsibility for overall contract performance, work planning, staffing coordination, schedule and deliverable management, risk and issue management, quality assurance, and coordination with the COR and other Government stakeholders. • Manage recurring contract and program reporting requirements, including weekly and quarterly performance products, monthly progress reporting, quarterly Interim Project Reviews, deliverable tracking, staffing/vacancy status, risks, issues, and planned activities.

What We Are Looking For

Required

  • Master's degree in a related field. • 15-20 years of management and supervisory experience. • Minimum of 15 years of progressively responsible data analytics experience, including data extraction, data transformation and cleansing, ETL processes, advanced data analysis, and organizational/performance analytics. • Demonstrated experience leading and supervising multidisciplinary analytical teams and ensuring the quality and timely delivery of technical and analytical products. • Expert knowledge of and demonstrated experience managing programs focused on direct mission performance assessment. • Demonstrated experience supporting multiple mission-focused analytic engagements for Intelligence Community (IC) Mission Managers.

Preferred

  • Demonstrated experience applying organizational change management principles and practices to support the adoption of new analytical capabilities, performance management processes, technologies, and data-driven ways of working. • Demonstrated ability to serve as a trusted analytical advisor to Government stakeholders, proactively identifying opportunities and recommending analytical studies, methodologies, performance measures, and data-driven approaches that provide actionable insight and enhance mission effectiveness.

Clearance and Eligibility

  • Active TS/SCI clearance required with the ability to successfully pass and maintain a Counterintelligence Scope Polygraph (CI Poly) as a condition of employment. • This role is restricted to U.S. person(s) (U.S. citizens, permanent residents, and other protected individuals under 8 U.S.C. 1324b(a)(3)).
