Project Overview:

Rio Grange LNG (RGLNG), developed by NextDecade, is one of the largest construction projects in the United States. Bechtel is the EPC contractor at the Port Isabel site since being awarded NTP in 2023. Phase 1 of the project is due for completion in 2027 and Phase 2, involving the potential build of additional Trains and Loading Berths, will take several more years to complete. Bechtel is recruiting for an experienced, collaborative leader to take on the role of Area Field Engineer for the earthworks, marine and piling scope for the construction for the build of this facility.

Job Summary:

The AFE will manage an area/team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Their oversight will ensure field engineering activities within their designated area/scope operate safely, are complete, and conform to quality standards and project requirements. Their scope will include technical oversight of field engineering activities over mass earthworks, utility trenches, soil stabilization, marine work, marine piling, piling, site drainage, temporary facilities, roads, and other scopes as identified by the project management team. AFE will liaise frequently with Houston office working with estimation, procurement and engineering prior on new phases to the project including inputting into the design and construction of Berth 3, Train 6. #LI-RM1

Major Responsibilities:

  • Performs the duties of an Area Field Engineer, coordinating all activities related to the operation of assigned operating section.

  • Proactively engages with their teams’ development through CPM, competency development/assessment, and feedback.

  • Guides and leads construction engineers in a broad range of construction engineering work within a specific engineering discipline.

  • Coordinates with design on constructability issues.

  • Reviews material receiving reports and warehousing to assure delivery of correct materials.

  • Possesses responsibility for quantity take-off, control, reporting and forecasting.

  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.

  • Possesses responsibility for coordinating between Construction and Startup to ensure the various system walkdowns are performed, interfacing with the Startup Specialist as required to support component/system turnover and assuming responsibility (as required) for area turnover coordination as determined by the PFE.

  • Possesses knowledge of estimate and works in identifying and managing scope trends.

  • Reviews and approves inspection test plans and reports.

  • Coordinates reviews of subcontractor submittals.

  • Specify the criteria for construction of temporary construction facilities as required.

  • Approve field requisitions as delegated by Project Manager.

  • Direct and manage the preparation of requisitions for Field Material Requisitions and Field Service Requisitions.

  • Administer major subcontract changes within area of designated scope and represent the project in major contractual discussions and negotiations.

  • Perform other duties as required by Bechtel management.

  • Assesses needs and develops Field Engineering Training Plan for the project.

  • Reviews and provides input to the project staffing plan for construction engineers and associated personnel.

  • The AFE will report to the Area Manager, Infrastructure.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:

  • Have a working knowledge of structural construction operations, construction surveying, excavation and backfill operations, piling, various marine works, and concrete/precast installation.

  • Technical knowledge of drainage on infrastructure projects, including open-cut excavation, trenching, grading and general construction work in and around sensitive watercourses.

  • Knowledge of construction technologies.

  • Knowledge of supervisory functions relating to field activities.

  • Familiarity with current industry quality standards.

  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program.

  • Direct hire mass excavation and backfill.

  • Direct hire shallow soil stabilization and soil improvement.

  • Direct hire stockpile management and onsite trucking management experience.

  • Direct hire piling experience.

  • Direct hire marine Experience.

  • Extensive knowledge of supervisory functions relating to construction activities.

  • Experience of roadway construction, mass grading elements and slip-form paving activities.

  • Extensive understanding of production management including scheduling.

  • Sound communication skills.

  • Sound interpersonal and teamwork skills.

  • Extensive knowledge of cost management including estimating and forecast development.

  • Extensive experience in civil construction on large projects.

  • Previous supervisory experience within civil/marine discipline.
