You have an opportunity to personally thrive, make a difference and be part of a culture where individuality is noticed and valued every day.

The Project Manager – RFP & Implementation Readiness connects Proposal Management, Business Development, and PMO leadership throughout the RFP process. This role ensures implementation plans, timelines, staffing, and commitments made during proposals are realistic and can be successfully delivered after contract award.

The role supports proposal development by collaborating in the creation and validation of project plans, identifying risks and dependencies, and coordinating with PMO and delivery leaders to ensure teams are prepared for potential new work.

Key Responsibilities

  • Serve as the primary PMO point of contact for implementation-related RFP and proposal activities.

  • Partner with Proposal Management, Business Development, Solution Architects, and delivery leaders to develop realistic implementation approaches.

  • Develop and validate project plans, schedules, milestones, dependencies, staffing needs, and implementation timelines using delivery experience and historical project data to ensure proposed commitments are achievable.

  • Identify and address risks, assumptions, resource constraints, and unrealistic delivery commitments before proposals are submitted.

  • Provide PMO leadership with visibility into upcoming opportunities, staffing needs, and implementation readiness.

  • Ensure appropriate project leadership and resources are identified for anticipated contract awards.

  • Coordinate the transition from proposal to implementation, ensuring project teams understand key commitments, risks, assumptions, and dependencies.

  • Develop and improve implementation planning standards, templates, and processes using lessons learned and actual project performance to improve future estimates and delivery commitments.

Required Qualifications

  • Bachelor’s degree or equivalent experience.

  • 7+ years of project management, program management, PMO, or implementation leadership experience.

  • Experience developing and managing complex project plans for large-scale government implementations.

  • Strong knowledge of project scheduling, resource planning, dependencies, critical path analysis, and project lifecycle management.

  • Experience supporting RFP, proposal, bid, or pre-sales activities.

  • Strong stakeholder management, communication, and facilitation skills.

  • Ability to challenge assumptions and influence decisions across teams.

Preferred Qualifications

  • PMP or similar project management certification.

  • Experience with government, public sector, or large-scale technology implementations.

  • Experience with portfolio, capacity, and resource planning.

  • Experience working across proposal, sales, solution engineering, and delivery teams.
