The Utilities/Energy Manager plans, directs, and oversees the operation, maintenance, repair, and improvement of campus utility systems and related mechanical and electrical infrastructure. The position ensures safe, reliable, efficient, fiscally responsible, and sustainable utility operations that support campus facilities, residents, and visitors.

The position develops and oversees proactive maintenance programs; supports long-term capital planning and equipment replacement; coordinates commissioning and retro-commissioning activities; and manages utility outages, emergency repairs, and routine maintenance. The position also coordinates contractors, consultants, vendors, and campus staff and ensures compliance with applicable safety, environmental, and regulatory requirements.

Key Responsibilities

  • Supervise employees and contractors performing utility maintenance, repairs, installations, and inspections; ensure quality and safety.

  • Coordinate maintenance and repairs involving electrical distribution, heating and cooling systems, steam, chilled water, water and wastewater systems, SCADA, PLCs, BMS, and related utility infrastructure.

  • Maintain equipment lifecycle records and support capital planning, equipment replacement, energy efficiency, and sustainability initiatives.

  • Coordinate utility outages, emergency repairs, and complex maintenance activities with campus departments, contractors, vendors, and the Heating Plant.

  • Support planning, design, construction, commissioning, and closeout of capital and facilities projects, including review of contract documents and on-site observation of construction activities.

  • Assist with development of budget and administration of utility-related maintenance and service contracts

  • Maintain required utility, maintenance, and regulatory records and documentation.

  • Promote safe work practices and ensure compliance with applicable federal, state, and campus safety, environmental, hazardous materials, and hazardous waste requirements.

  • Perform hands-on technical work when necessary to support the operation and maintenance of campus utility systems.

Job Requirements:

  • Minimum of six (6) years of experience in construction trades, utility operations, facilities maintenance, or a related field; three (3) years of which in supervisory experience in the field. OR

  • An associate degree in Construction Management, Architecture, Engineering, or a related field and 4 years of experience in construction trades, utility operations, facilities maintenance, or a related field; three (3) years of which in supervisory experience in the field.

  • Experience operating, maintaining, and repairing utility, mechanical, and electrical systems in an institutional, commercial, or campus environment, including electrical distribution, HVAC, steam, chilled water, water distribution, and related CMMS, BMS, or SCADA systems.

  • Working knowledge of industry practices, tools, terminology, and safety standards related to electrical and mechanical trades.

  • Demonstrated management and administrative skills

  • Strong verbal and written communication skills

  • Valid New York State driver's license.

Preferred Qualifications

  • Ten (10) years' experience in the operation, maintenance, and management of utility production and distribution systems, associated mechanical and electrical equipment, and Building Management Systems (BMS).

  • Higher Education or public-sector experience in facilities operations or procurement.

  • Familiarity with SUNY procurement systems and procedures.

  • Knowledge of construction-related procurement and contracting.

  • Experience with energy management, energy efficiency, or sustainability initiatives.
