Position Summary
The Air Quality Compliance Specialist is responsible for supporting and maintaining compliance with federal and Alabama air quality regulations. This full-time on-site position is located at Fort Rucker, Alabama. This position supports the Army Program Manager with air permitting activities, compliance inspections, prepares regulatory reports, prepares, calculates and evaluates emissions data, and serves as a technical resource for installation environmental office.
Key Responsibilities

Prepare, review, and submit air permit applications, renewals, revisions, amendments, exemptions, and related technical documentation.

Evaluate facility operations and equipment changes to determine potential air permitting and compliance impacts.

Maintain compliance with applicable Army, federal and Alabama air regulations, including Clean Air Act requirements, and the installation Title V permit conditions.

Interpret and apply requirements under New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, Title V, Prevention of Significant Deterioration, and state air permitting programs.

Conduct routine facility inspections and compliance audits of emission units, air pollution control equipment, monitoring systems, and recordkeeping practices.

Coordinate and support regulatory inspections, information requests, and communications with federal, state, and local agencies.

Prepare and submit required reports, emissions inventories, deviation reports, excess-emissions reports, compliance certifications, and monitoring reports.

Calculate and track actual and potential emissions using production records, fuel usage, emission factors, stack-test results, and monitoring data.

Investigate compliance issues, document findings, and coordinate corrective and preventive actions.

Maintain organized air compliance records, permit files, regulatory correspondence, calculations, and supporting documentation.

Develop and update compliance calendars, inspection checklists, standard operating procedures, and environmental management systems.

Provide training and technical guidance regarding permit conditions and regulatory requirements.

Monitor proposed regulatory changes and assess their potential effects on facility operations and compliance obligations.
Required Qualifications
-
The position, located at a military installation requires the candidate to have, or the ability to procure a DoD Common Access Card or CAC by passing an extensive background test and pre-employment drug test.

Bachelor's degree in environmental science, environmental engineering, chemical engineering, atmospheric science, or a related technical field.

At least 3 years of air quality compliance experience.

Demonstrated experience with:
-
Air permit applications and permit modifications.
-
Environmental inspections and compliance audits.
-
Regulatory reporting and emissions inventories.
-
Emissions calculations and compliance tracking.
-
Federal Clean Air Act programs and Alabama air regulations.
-
Working knowledge of 40 CFR Parts 50-99, with emphasis on NSPS and NESHAP requirements for boilers, stationary emergency generator engines and surface coating.

Familiarity with applicable air program-related Alabama Administrative Code Chapters.

Strong technical writing, analytical, organization, and recordkeeping skills.

Ability to interpret complex regulations, permit conditions, engineering documents, and operating data.

Proficiency with Microsoft Excel, Word, and environmental compliance or data-management systems.

Ability to communicate effectively with regulatory agencies, facility personnel, consultants, and senior management.
Preferred Qualifications
-
Experience working on or with an Army Installation.
-
Experience with Title V facilities, major-source permitting, synthetic minor permits, or air construction permits.
-
Knowledge of greenhouse-gas reporting, continuous emissions monitoring systems, stack testing, dispersion modeling, and emissions-control technologies.

Experience supporting enforcement responses, permit negotiations, or corrective-action programs.
Work Environment
The position includes both office and field responsibilities. The employee may work around industrial equipment, outdoor environments, elevated noise levels, and varying weather conditions. Occasional travel within south Alabama to outlying properties will be required. The role may also require the use of personal protective equipment and participation in inspections occasionally outside normal business hours.
