Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Interested applicants must follow the directions in the "How to Apply" section of this flyer to be considered. There may or may not be actual vacancies filled from this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will perform comprehensive financial management analysis supporting all phases of budget formulation, justification, execution, and financial operations for organizational programs and activities. You will prepare detailed analytical justifications and interprets complex budgetary policies to demonstrate regulatory compliance and support management review. You will conduct complex financial and program analyses to evaluate costs, benefits, risks, and alternative methods for managing organizational programs and administrative operations. You will develop findings and presents actionable recommendations to improve internal controls, mitigate audit risk, and strengthen fiscal stewardship. You will apply accounting, internal control, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational financial information, particularly in response to evolving guidelines for the work. You will review financial reports and accounting data to identify systemic control deficiencies and determines the appropriate corrective actions required. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing analytical and advisory duties with budget formulation; execution, accounting oversight, financial reporting, audit support, internal controls, program evaluation, and analysis of financial systems; applying financial laws, regulations, Government Accountability Office/Office of Management and Budget/Treasury policy, and DoD/DON financial guidance; oversight of reconciliation processes, financial systems data integrity, and compliance documentation; and evaluation of financial performance metrics, trends, and resource planning impacts. Extensive experience utilizing the Department of Defense Financial Management Regulation (DoD FMR) Volume 5 with emphasis on understanding pecuniary liability concerning Department of the Treasury Funds. Experience preparation and reporting disbursement/collection vouchers, deposit tickets, debit vouchers, treasury checks, and disbursing management reports. Experience utilizing the federal and defense financial management systems, with specific emphasis on the Deployable Disbursing System (DDS), Defense Travel System (DTS), Collection Information Repository (CIR), Over the Counter Network (OTCnet), Cash Accountability Reporting System (CARS), Automated Disbursing System (ADS), and Defense Cash Accountability System (DCAS). Experience researching and processing travel claims in strict accordance with the Joint Travel Regulations (JTR). Experience applying financial statutory and regulatory frameworks to ensure fiscal accountability, safeguard government assets, and maintain audit-compliant disbursing operations.
