Summary

You will serve as a MANAGEMENT ANALYST in the BASE LEVEL COMMUNICATIONS DIVISION (N51/N81), PLANS, PROGRAMS AND REQUIREMENTS DEPARTMENT(N5/N8) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

  • You will work with Contracting Specialists and Contracting Officers in the selection of procurement methods and strategies in accordance with Department of Defense (DoD) policies and procedures.
  • You will collaborate with Base Communication Office (BCO) support teams and personnel to determine deficiencies in the service provisioning process(s) and inventory control processes and recommend process improvement initiatives.
  • You will enable and develop a continuous process improvement program to increase efficiency in the department.
  • You will provide recommendations regarding service acquisition methodology for follow-on contracting and financial accounting processes.
  • You will serve as the Contracting Officer’s Representative (COR) and perform technical and specific administrative functions.
  • You will assist the department staff in managing the department’s Commercial Purchase card program by monitoring expenditures and ensure procurements meet spend plan and justification statements.
  • You will track expenditures and perform trend analysis in preparation of the annual N5 Spend Plans and POM development.
  • You will utilize Microsoft SharePoint to manage workflow of all contracts, government purchase card and unfunded requirements.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience performing a full range of professional and technical duties involved in the preparation, analysis, billing and administration of contract procurement packages and contracts. -Experience preparing contracting reports and contractor/vendor work statements including Performance Work Statement (PWS), The Independent Government Cost Estimate (IGE), the NAVY Information Dominance, Approval System(NAV-ITAS IPTR), the Determinations and Findings (D&F), and Request For Issuance of Funding Document (RIFD) and other similar documents/reports. -Experience assisting in the development of fiscal year Spend Plans and multi-year Program Objectives Memorandum (POM) financial planning reports. -Experience training, mentoring and supporting junior level staff. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0343-12. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Additional vacancies may be filled by this announcement. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
