WCSM Budget Director (Budget Analyst 4) WaTech: Leading the way in technology! Washington Technology Solutions (WaTech) is at the forefront nationally in integrating innovative technologies that revolutionize how state services are delivered to the people of Washington. WaTech establishes the strategic technological framework for various state domains and programs, overseeing the primary technology services throughout the state.

About the opportunity: The Workers’ Compensation Systems Modernization (WCSM) Program is a portfolio of projects with the combined task of modernizing Labor & Industries (L&I)’s systems and processes. L&I is moving from a mainframe-centric model to a cloud-first model, creating the ability to introduce new capabilities and enhance existing capabilities more easily in the future. The WCSM Program leadership is located within the WaTech Director’s Office, and the day-to-day Program team will be located in WaTech. The majority of project subject matter experts are located within the Department of Labor & Industries. This position reports to the WCSM Deputy Program Director.

The WCSM Budget Director is part of the WCSM Project Management Office’s leadership team and will provide financial management services to the WCSM Program. These services include budgeting, accounting, business analysis, rate analysis, and fiscal data and report development. Some of what to expect with this role:

  • Serve as the program’s key budget analyst to the Executive Sponsors, Program Director, Deputy Program Director, PMO Director on all budgetary concerns.
  • Lead program budget planning and anticipate financial impacts to ensure aligned with program and agency priorities.
  • Compile and create financial reports, analyze, and monitor budget.
  • Analyze budget for actual spending, variance explanations, and work with WCSM Program leadership and staff to maintain spending within the appropriate budget.
  • Adjust projections and spending plans according to actual and projected revenues and expenses.
  • Analyze, forecast, and provide timely and accurate executive-level financial information for program.
  • Develop and maintain the following reports for the WCSM Program: monthly and quarterly financial status reports, corrective journal entries, and other on demand reporting to support the divisional WCSM Program leadership teams, WaTech, and Legislative staffing team members.
  • Analyze legislative bill for appropriations, reconcile appropriations with funding and expenditure authorities, and write fiscal notes.
  • Compile and analyze for accuracy monthly, quarterly, and annual revenue & expenditure report.
  • Present and lead the discussion of monthly and quarterly financial results for the WCSM Program WCSM Executive Sponsors and Program Leadership.

Here’s what we’re looking for:

  • Nine years of professional experience in budget development, execution and report development. A bachelor’s degree in business, accounting, public administration, or closely allied field may substitute for four years of experience.
  • Four years of professional experience in public sector, budgeting, and accounting. This experience may run concurrent with the nine years of experience in budget development, execution, and report development listed above.
  • Advanced Excel skills (create Pivot tables and charts, write formulas such as Vlookup, IF/SumIf)
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others

Preference may be granted to applicants with the following:

  • Experience with Washington state budget processes and applications, including the appropriations cycle.
  • Experience with Washington state accounting processes.
  • Experience with information systems such as AFRS, Workday, ERP reporting, Apptio or other database systems.
  • Experience budgeting for large technology implementation programs.
  • Experience writing funding proposals, issue papers, or similar.
  • Knowledge of Washington state Legislative process.
  • Knowledge of SharePoint and Microsoft Teams.
