INTERDISCIPLINARY ENGINEER/OPERATIONS RESEARCH ANALYST

Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies through the STRL Bachelors/Advanced Degree Direct Hire Authority. Duties

• You will author, review, and decompose system-level requirements for RNP RNAV capabilities from top-level Navy Functional Requirements Documents (FRDs) and PBN Specifications.
• You will serve as the PBN/RNP Subject Matter Expert (SME) in SETR design reviews (SRR, PDR, CDR), technical working groups, and supplier technical interchange meetings.
• You will assist in developing the certification strategy for new PBN navigation capabilities and legacy platform upgrades, addressing both bespoke military systems and the integration of Commercial-Off-The-Shelf (COTS) avionics.
• You will conduct Navigation System compatibility and performance testing with Fleet and Test Pilots in high-fidelity simulators and System Integration Labs (SILs) for both regression analysis and formal "for score" certification events.
• You will support Flight Test in the development of test procedures, and flight test requirements to demonstrate compliance with RNP RNAV performance standards.
• You will provide expert guidance on the interpretation and application of FAA, EASA, and DoD PBN regulations, including Advisory Circulars, TSOs, RTCA DO-standards, and Military Standards.
• You will interface directly with program management, flight test directorates, and certification authorities to articulate compliance approaches and resolve complex technical issues.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9/11 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Solid foundation in systems engineering principles, including requirements management, V&V, and lifecycle support. 2) Demonstrated ability to read, analyze, and interpret complex technical standards and regulatory documents. 3) Working knowledge of modern aircraft avionics, data buses and navigation systems, including GPS, Inertial Navigation Systems (INS), and Flight Management Systems (FMS). 4) A strong understanding of the core principles of Performance-Based Navigation (PBN), including the key differences between RNP and RNAV. 5) Excellent technical writing and interpersonal communication skills. 6) Demonstrated ability to manage priorities and make progress on multiple, fast-paced projects simultaneously. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: FOR SERIES 1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. FOR 0801/0854/0855/0861SERIES: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
