This role provides critical logistics planning, operational coordination, and strategic analysis support to the U.S. Pacific Command (USPACOM) Logistics and Engineering Directorate (j4), in operationalizing the Department of Defense Regional Sustainment Framework (RSF). The role is assigned to the Multinational Logistics Branch, Plans & Exercise Division (J45) focuses on optimizing theater-level maintenance, repair, and overhaul (MRO) capabilities, strengthening bilateral/multilateral logistics partnerships, and integrating logistics posture into the broader Theater Campaign Plan (TCP), Theater Posture Plan (TPP) and Theater Security Cooperation Program (TSCP).

The role is highly dynamic and adaptive to command, Office of the Under Secretary of War, Acquisition and Sustainment OUSW(A&S), and Joint Staff priorities, requiring an experienced strategic planner who can operate independently with minimal guidance in a fast-paced joint environment. The RSF Program Analyst serves as a key contractor supporting USPACOM sustainment resiliency objectives. Primary requirements include the ability to conduct high-level logistics capability assessments, facilitate partner engagements, draft bilateral agreements, and integrate regional MRO initiatives into major joint operations, security cooperation activities, and respective theater defense plans. Exceptional written and oral communication skills, along with the ability to collaborate across multi-echelon Joint Logistics Enterprise (JLEnt) organizations and foreign military counterparts, are mandatory for success.

  • Understanding of the Department of Defense Regional Sustainment Framework (RSF) and efforts to build resilient regional maintenance, repair, and overhaul (MRO) networks with allies and partners.

  • Familiarity with Security Cooperation programs, processes, and authorities supporting partner capacity building and defense collaboration.

  • Knowledge of Security Assistance programs, including Foreign Military Sales (FMS) and related guidance.

  • Experience supporting or managing Acquisition and Cross-Servicing Agreements (ACSAs) and other international logistics agreements.

  • Understanding of DoD sustainment, logistics, product support, and defense industrial base policies.

  • Familiarity with global defense posture planning and host-nation logistics support requirements.

  • Experience developing or coordinating support agreements across military services, government agencies, and international partners.

  • Knowledge of interoperability and standardization initiatives that improve logistics integration with allies and coalition partners.

  • Understanding of joint and multinational logistics operations and the principles of the Joint Logistics Enterprise (JLEnt).

  • Familiarity with the Joint Planning Process (JPP) and integrating sustainment considerations into operational and theater campaign planning.

  • Ability to interpret and apply DoD policies, directives, instructions, and joint doctrine in support of logistics, sustainment, and security cooperation objectives.

Qualifications

  • Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience

  • Security Clearance: Active Secret clearance is required; TS/SCI eligibility is highly desired.

  • Communication Mastery: Exceptional written and oral communication is a strict requirement. The candidate must be skilled at drafting formal staff packages (action memos, bilateral agreements, background papers) and presenting complex sustainment concepts to USPACOM leadership and international defense officials.

  • Combatant Command & Component Experience: Minimum of 5 years of experience operating within a Geographic Combatant Command (GCC) environment (preferably USPACOM) or at a sub-unified/Service Component headquarters level.

  • Bilateral & Security Cooperation Experience: Demonstrated experience managing bilateral logistics portfolios, participating in bilateral military staff talks, or executing Security Cooperation/Security Assistance programs (e.g., ACSA, FMS, or Cooperative Logistics Supply Support Arrangements).

  • RSF & Industrial Base Familiarity : Demonstrated understanding of the defense industrial base, product support strategies, depot-level maintenance processes, and global commercial MRO networks.

  • Systems Knowledge: Proficiency with and ability to apply security cooperation management tools (e.g., Global Theater Security Cooperation Management Information System (G-TSCMIS) / Socium) and logistics databases (e.g., ACSA Global Automated Tracking and Reporting System (AGATRS). This also includes the use of Tasker Management Systems (e.g. ETMS2), LOGCOP and AI tools (e.g. Claude, Maven Smart System) and other essential IT systems to perform work.

  • Travel Requirements: Must be able to travel internationally within the USPACOM AOR (e.g. Japan, South Korea, Australia, Philippines, and Singapore) and domestically, 6-8 times a year, not to exceed 20% of the time.

Target salary range: $100,001 - $140,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
