TITLE: Plant Utilities Engineer 2
LOCATION/UNIT: Facilities Operations/Syracuse
SALARY GRADE: SG-16
SALARY: $65,977 (NOTE: current or reconstructed salary for State employees in accordance with NYS Audit and Control)
DURATION: Contingent -Permanent
POSITION DESCRIPTION:
This position is responsible for the safe and efficient operation of physical plants in State facilities at various State agencies. Positions operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning and electrical distribution; advise on renovations and replacement of equipment; and initiate energy conservation activities.
Supervises team of Mechanical Trades in Syracuse Campus which includes Plant Utilities Engineers 1 and/or other lower-level staff engaged in plant operations, maintenance, and HVAC and mechanical repair activities. May function as a shift supervisor over one or more plant operations functions; may assume responsibility for physical plant operations on off hours; and may supervise other trades positions and contractors on a project or emergency basis. This position reports to Director of Facilities department or to a middle manager that supervises Facilities Operations.
Primary Responsibilities

Supervises the Mechanical Trades Team including Plant Utilities Engineers 1 and other lower-level staff engaged in plant operations, maintenance, and repair functions; may supervise contractors.

Schedules, plans, and supervises the activities of skilled and semi-skilled employees and contractors involved with plant operations, maintenance, and repair activities.

Provides training, instruction, and assistance to staff in the performance of tasks, and implements changes in procedures to improve efficiency. Inspects plant equipment and operations to ensure proper maintenance, scheduling, and safe and efficient operations.

Prepares estimates of materials, parts needs, and costs; orders or directs ordering of materials, equipment, and parts; and maintains tool and equipment inventories per applicable policies and standards.

Supervises and coordinates the handling of various types of hazardous materials and the response to any incidents having potential environmental impact or safety concerns. Identifies budget requirements, including staffing, repair, maintenance, material, and equipment needs; makes recommendations to assist with preparation of annual operating budgets.

Enforces energy conservation protocols and supervises the installation and modification of equipment to obtain peak energy efficiency.

While the main focus of everyday job is the Syracuse campus, this position can Occasionally help regional campuses with direct assistance and problem solving in HVAC issues
Job Requirements:
MINIMUM QUALIFICATIONS: Must be reachable on current Plant Utilities Engineer 2, SG-16 list or currently hold the title of Plant Utilities Engineer 2, SG-16 or a title from which transfer is appropriate
OPERATIONAL NEEDS:

Shift Hours: Monday to Friday, 7:00am to 3:00pm

Working lunch due to operational needs

Full time position based on a 40-hour work week

May be required to work overtime based on operational needs

Overnight travel to regional campuses may be required

Participate in on call roster

Valid Drivers License
SPECIAL INFORMATION: Since the nature of the campus requires continuous service and emergencies may arise during other than normal work hours, employee in this position may be required to provide an after -hours telephone number and be willing to accept emergency call-ins and over time work when necessary.
ADDITIONAL INFORMATION: Since the activities of other employees depend upon the performance of the employee in this position, reliable attendance is a factor that the employer will consider when filling this vacancy.

Approval must be granted by Civil Service prior to filling this position pending clearance of redeployment roster, transfer list, reemployment roster, or placement roster.
