We are seeking an Environmental, Safety, and Health Manager to support our customer’s operations in Fairbanks, Alaska.This effort provides our Government customer with satellite mission data technical and administrative support services.This position will be on-site and will require an active Secret Clearance.

Responsibilities:

  • Serve as the on-site ESH Manager and direct development, implementation, monitoring, and continuous improvement of environmental, occupational-safety, and health programs.

  • Ensure Contractor operations comply with applicable federal, State of Alaska, and local laws, regulations, permits, codes, certifications, inspections, and recordkeeping requirements.

  • Develop and maintain the site-specific occupational ESH program addressing applicable provisions of 29 CFR 1910 and 29 CFR 1926.

  • Identify workplace and facility hazards, report hazards to the COR, and take immediate action to control imminent-danger conditions.

  • Develop and administer programs for PPE, fall protection, lockout/tagout, confined-space entry, asbestos, hazardous materials, chemical labeling, and employee training.

  • Manage environmental-compliance activities involving refrigerants, air-quality permits, hazardous and universal waste, PCBs, storage tanks, used oil, recycling, spill prevention, and disposal records.

  • Ensure environmental and safety inspections, tests, certifications, permits, plans, and recurring activities are scheduled and documented in the CMMS.

  • Maintain records of permits, certifications, inspections, tests, hazardous-material inventories, training, incidents, near misses, corrective actions, and regulatory submissions.

  • Investigate or support investigation of accidents, safety incidents, environmental releases, near misses, and hazardous conditions.

  • Coordinate with facilities personnel, operations personnel, security personnel, subcontractors, Government representatives, regulators, and emergency responders.

  • Monitor regulatory changes and revise procedures, training, permits, and operating practices as required.

  • Provide ESH oversight during emergency repairs, electrical work, fuel handling, severe weather, snow and ice operations, asbestos disturbance, and other high-risk activities.

Qualifications

Education and Certifications:

  • A Bachelor’s degree from an accredited college or university.

Required Experience:

  • At least 8 years of environmental, occupational-safety, industrial-hygiene, or health-program experience.

  • At least 5 years of ESH experience in an industrial, facilities-maintenance, aerospace, utility, construction, critical-infrastructure, or Government technical-operations environment.

  • At least 3 years of experience as an ESH Manager, Safety Manager, Environmental Manager, or equivalent program lead responsible for personnel, policies, compliance, training, and corrective actions.

  • At least 5 years of experience interpreting and implementing OSHA requirements under 29 CFR 1910 and 29 CFR 1926.

  • At least 3 years of experience developing or administering PPE, fall-protection, lockout/tagout, confined-space, hazard-communication, asbestos, or hazardous-material programs.

  • At least 3 years of environmental-compliance experience involving refrigerants, air emissions, hazardous or universal waste, PCBs, storage tanks, used oil, recycling, spill prevention, or regulated-material disposal.

  • At least 3 years of experience conducting workplace inspections, hazard analyses, incident investigations, near-miss investigations, compliance audits, or corrective-action tracking.

  • At least 3 years of experience developing and delivering employee ESH training and maintaining associated qualification and training records.

  • At least 2 years of experience using a CMMS or comparable compliance-management system to schedule and track inspections, tests, permits, certifications, and corrective actions.

  • At least 2 years of experience coordinating with federal, state, or local regulators; Government customers; emergency responders; or third-party inspectors.

  • Experience supporting electrical work, HVAC and refrigerant work, fuel systems, heavy equipment, vehicle maintenance, construction, or severe-weather operations is preferred.

  • Must possess and maintain a professional ESH certification.

  • Must be able to obtain and maintain the Department of Commerce suitability determination required for key personnel.

While performing the duties of this job, the employee will regularly sit, walk, stand and climb stairs and steps. May require walking long distance from parking to work station. Occasionally, movement that requires twisting at the neck and/or trunk more than the average person, squatting/ stooping/kneeling, reaching above the head, and forward motion will be required. The employee will continuously be required to repeat the same hand, arm, or finger motion many times. Manual and finger dexterity are essential to this position. Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with clients and public. Hearing requirements include conversation in both quiet and noisy environments. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement of up to 20 pounds. This position demands tolerance for various levels of mental stress.
