Job Summary: In accordance with the organization's mission, vision, and values, the Director of Housing and Vocational Rehabilitation is responsible for providing leadership, direction, and operational oversight of FLACRA's Housing and Vocational Rehabilitation programs. This position ensures the delivery of high-quality, person-centered services that promote housing stability, employment, financial independence, and long-term self-sufficiency while maintaining compliance with agency policies, contractual requirements, and applicable federal, state, and local regulations.

Duties

• Provide leadership and operational oversight of FLACRA's Housing and Vocational Rehabilitation programs, ensuring services are delivered in accordance with agency policies, contractual requirements, and applicable federal, state, and local regulations.

• Supervise, coach, mentor, and evaluate assigned staff while fostering accountability, professional development, teamwork, and high-quality service delivery.

• Oversee participant eligibility, referrals, admissions, waiting list management, housing placements, and ongoing case management activities.

• Ensure accurate and timely completion of participant documentation, including eligibility determinations, income verification, rent calculations, case records, progress notes, and all required program documentation.

• Develop and maintain collaborative relationships with landlords, property owners, housing providers, funding agencies, referral sources, and community partners to expand housing opportunities and resolve landlord-tenant concerns.

• Oversee all HHAP properties, including participant files, inspections, compliance monitoring, apartment turnovers, apartment cleanouts, and quality assurance activities.

• Ensure routine inspections of housing units are completed and coordinate maintenance needs and work orders in collaboration with the Director of Facilities to promote safe, clean, and well-maintained housing.

• Monitor program performance, data quality, productivity, and contractual outcomes, ensuring timely reporting and compliance with funding requirements.

• Prepare, review, and analyze statistical, operational, and performance reports for agency leadership and funding sources.

• Monitor program budgets, participant rental payments, and funding sources to ensure fiscal accountability and compliance with program requirements.

• Promote participant housing stability by ensuring staff provide effective case management, housing support, financial stability planning, and connections to community resources.

• Respond appropriately to crisis and emergency situations to ensure the health, safety, and well-being of participants, staff, and agency property.

• Participate in quality improvement initiatives, audits, accreditation activities, and program evaluations to support continuous improvement.

• Represent FLACRA at community meetings, collaborative initiatives, and stakeholder meetings related to housing services.

• Maintain proficiency in agency electronic record systems and ensure staff utilize documentation systems accurately and efficiently.

• Participate in agency leadership meetings, supervision, required trainings, and organizational initiatives. Other duties and functions as directed.

• Monitor HMIS data quality, reporting outcomes, and performance measures, and work collaboratively with staff to implement corrective actions and continuous quality improvement initiatives.

• Ensure compliance with Low-Income Housing Tax Credit (LIHTC) program requirements, including participant eligibility, income certifications, annual recertifications, file documentation, reporting, and record retention, as applicable.

• Provide oversight of program audits, monitoring visits, and regulatory reviews, ensuring timely resolution of findings and implementation of corrective action plans when necessary.

• Perform other duties as assigned.

Qualifications

Minimum Qualifications: Bachelor’s degree in human services, Social Work, Behavioral Health, Rehabilitation Counseling, Public Administration, or a closely related field required. A minimum of three (3) years of experience in behavioral health, supportive housing, vocational rehabilitation, or human services is required, including experience providing program oversight, staff supervision, and operational leadership. Demonstrated knowledge of supportive housing programs, vocational rehabilitation services, landlord-tenant relations, case management, regulatory compliance, and community resources is preferred. Must possess excellent leadership, organizational, communication, and problem-solving skills and maintain a valid New York State Driver's License.
