Summary

This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). The primary purpose of this position is to development and delivery of homeland security intelligence training for the Department of Homeland Security. Incumbent design, develop and deliver high-quality intelligence instruction to DHS Intelligence Enterprise workforce. Non-BU: This is a non-bargaining unit position.

Duties

As a Intelligence Operations Specialist (Intelligence Instructor), GS-0132-13, your typical work assignments may include: Design, develop, and deliver high quality intelligence instruction to the DHS Intelligence Enterprise workforce. Provide advice and guidance on intelligence training related projects and programs. Serves as an expert on the DHS Intelligence Cycle and Intelligence Community Directives and is able to convey this knowledge to students. Develops and implements a process for gathering data to conduct training needs analysis and incorporating input from internal and external subject matter experts and stakeholders on intelligence training methods, standards, topics, and required skill sets for graduates; and for the review and evaluation of new training programs, concepts, and materials. Organizes material and prepares staff action packages for use by DHS leadership to make informed decisions. Supports coordination efforts with counterparts and colleagues throughout the intelligence and law enforcement communities. Specialized Experience: You qualify for the GS-13 grade level if you possess the specialized experience, equivalent to the GS-12 grade level in the Federal government, or comparable experience not gained through federal service. For this position, specialized experience is defined as subject matter expert in homeland security intelligence and delivering intelligence training in support of DHS missions. Such experience may include: Design, development and delivery of classroom, distance learning, and mobile training programs. Develop and implement best practices in a training and curriculum development and management of educational programs and comply with accreditation requirements. Applying quantitative and qualitative methods for the assessment and improvement of classroom and learning training programs and curriculum resources (e.g., needs analysis design/development, delivery, evaluation). Plan, organize, and implement programs, plans, and proposals involving substantial agency resources or that require extensive changes in established procedures. Additional desired experience would be: Serve as an expert-level instructor delivering all-source intelligence analysis training programs. Serves as a subject matter expert (SME) on homeland-security all-source intelligence analysis. Manages and administers training delivery for assigned programs including engagement with training customers, enrollment, compliance with Academy accreditation standards, and logistic and administrative support. Conducts reviews and evaluations of training programs, concepts and materials to continuously improve training development and delivery. Supports training initiatives in support of Department requirements. Executes complex and difficult assignments often functioning as part of a team in interagency efforts to maximize the utility of intelligence training across enterprise. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position is designated as Emergency Essential.
