What’s the Role

The Capacity Solutions Manager will build PIPCO Transportation’s external carrier network and capacity strategy from the ground up as PIPCO grows from an asset-based trucking company into a full-service logistics solutions provider for F&S Fresh Foods. This role decides when freight should move on PIPCO equipment and when an outside carrier is the smarter operational or financial choice, which directly shapes freight costs, service reliability, and how far our network can reach across F&S facilities nationwide. This is a builder role, not a load-covering role: you will set up the processes, partnerships, and structure this new function needs, and the scope is expected to grow as our logistics capabilities expand. The ideal candidate has a proven record in carrier procurement and network development, understands how owned fleets and outside capacity work together, and is comfortable challenging the status quo while working closely with dispatch, operations, and compliance.

What You’ll Own

  • Build and manage PIPCO’s external carrier network, sourcing, qualifying, and onboarding refrigerated carriers across key produce and fresh lanes

  • Lead carrier procurement and rate negotiations to secure reliable capacity at competitive cost, including coverage for seasonal surges

  • Evaluate freight to determine asset versus outside-carrier solutions, balancing cost, service, and PIPCO fleet utilization

  • Develop lane pricing guidelines, rate benchmarks, and carrier scorecards covering service, safety, claims, and cost

  • Partner with dispatch, operations, and compliance teams to move more F&S freight under PIPCO management and keep carriers compliant

  • Identify backhaul and lane opportunities that improve network balance and reduce empty miles

  • Create owner-operator and dedicated capacity programs that support long-term growth

  • Track and report on net freight spend, on-time performance, and carrier retention, and recommend the staffing and infrastructure needed to expand to additional F&S facilities

Requirements

What You Bring

  • Education – Bachelor’s degree in Supply Chain, Logistics, Business, or related field; or equivalent experience

  • Must have – 5+ years of carrier procurement, capacity development, brokerage, or transportation logistics experience, including building carrier networks rather than only managing existing freight

  • Must have – Strong knowledge of refrigerated transportation markets, carrier negotiations, and transportation pricing and economics

  • Nice to have – Established carrier relationships in the Northeast/New Jersey market; relationships in Georgia, Texas, or California a plus

  • Nice to have – Experience with asset-based transportation and how owned fleet and outside carrier capacity work together

  • Nice to have – Experience helping build or scale a transportation or capacity function

  • Technical skill – Proficiency with transportation management systems (TMS), load boards, and Microsoft Excel for lane and cost analysis

  • Personal quality – Builder mindset with the leadership, professionalism, and communication skills to influence across trucking, operations, and compliance

Physical Demands:

  • Primarily office-based work requiring extended periods of sitting and computer use

  • Occasional time in facility, warehouse, and yard areas, which may include refrigerated environments

  • Limited travel at first, expected to increase over time for carrier development, lane opportunities, and customer meetings
