Summary This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA), within the Directorate of Administrative Programs (DAP), located in Arlington Heights, IL, and Washington, DC. This position is at the full performance level. This position is outside the bargaining unit. This position is not remote. Selectee will be expected to report to one of the offices above. Responsibilities Duties for the Management and Program Analyst position include, but are not limited to, the following: Advising managers and program officials on policies and procedures including actions to be taken to accomplish work in accordance with established requirements. Conducting analyses and preparing reports on workforce trends i.e. hiring, classification, compensation, employee and labor relations, retirement, and awards. Analyzing management information requirements to develop program or administrative reporting systems. Evaluating (on a quantitative or qualitative basis) the effectiveness of the management processes and systems, human resources, and strategic planning initiatives within the program office. Providing leadership short-and long-term human capital planning objectives. Requirements Conditions of Employment Qualifications Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Qualifying specialized experience for the GS-13 includes: Providing advisory services to leadership and managers in any of the human capital matters below: Labor-management relations Employee relations Adverse actions Recruitment Position classification Organizational structure EEO issues.
