These are non-bargaining unit position. Responsibilities As a Management and Program Analyst, you will perform the following duties: Serve as an expert analyst responsible for conducting comprehensive studies and evaluations to assess and improve the effectiveness of agency programs, operations, and management processes. Designs and conduct broad and complex management studies, often requiring the development of study boundaries and objectives as the project progresses Translate legislative mandates into actionable program goals and services, prepare recommendations for new or modified legislation, and evaluate the impact of proposed changes on agency resources and operations. Plan, organize, and direct team-based studies that require collaboration across organizational lines. Serve as a subject matter expert on program evaluation and management practices, provide guidance to agency leadership and staff on best practices for improving program operations. You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Assisting in the development of planning guidance and resource allocation strategies; Preparing recommendations for program adjustments and evaluating the impact of proposed changes on agency resources and operations; and Presenting findings and recommendations to management and supporting the implementation of proposed solutions Qualification requirements must be met by the closing date of this announcement. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
