POSSIBLE HYBRID WORKPLACE OPPORTUNITY
New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.

Position Summary:
Under the general supervision of the Housing Choice Voucher Program Statewide Director, the Quality Assurance and Homeownership Deputy Director plays a key leadership role in ensuring organizational compliance with internal policies, regulatory requirements, quality standards, and successful delivery of homeownership services within the Housing Choice Voucher (HCV) Program. This position oversees the daily QC operations, guiding staff and driving continuous improvement efforts. The Deputy Director analyzes performance data, identifies risk areas and collaborates with departments across the organization to ensure accuracy, accountability and excellence in service delivery.
DUTIES AND RESPONSIBILITIES:

Oversee quality control activities related to HCV program administration including eligibility, income determination, rent calculations, inspections, SEMAP performance and in-house Quality Control reviews.

Provide leadership and supervision to QC and Homeownership staff, including workload management, technical guidance and performance evaluation.

Ensure the Homeownership Program complies with HUD regulations and supports participant success from application through closing and pos-purchase support.

Conduct internal audits and compliance assessments, identify trends and vulnerabilities and coordinate corrective action plans.

Review HAP accuracy, HQS documentation, repayment agreements, and file completeness to maintain regulatory compliance.

Collaborate with the HCV Policy and Training Coordinator to develop and implement procedures that strengthen internal controls and improve operational efficiency and training initiatives.

Collaborate with the Director to establish departmental goals and performance benchmarks.

Prepare compliance reports, program analytics and updates for senior leadership, HUD reviews and internal reviews.

Support agency readiness for HUD monitoring, external audits and policy updates. Assist with other voucher administrative duties as necessary.
WHO YOU ARE:

Bachelor’s degree and 6 years of relevant experience.

Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Ability to establish effective working relationships.

Excellent oral and written communication skills.

Strong analytical and organizational skills.
