Location: Fort Belvoir, VA (On-Site)

Position: Intermediate Security Specialist

Overview: ITC Defense is seeking an Intermediate Security Specialist to support the Missile Defense Agency (MDA) Information Safeguards Division at Fort Belvoir, VA. The position supports the agency’s mission by providing security program support within the MDA environment and coordinating with government and contractor personnel.

Responsibilities:

  • Administer and support the MDA SCI Program in accordance with applicable Intelligence Community (IC), Department of Defense (DoD), and MDA policies and directives, including maintaining SCI billet and access rosters and processing SCI access nominations, indoctrinations, certifications, and transfer-in-status requests.

  • Process and manage JWICS requests and verifications, SIPR accounts, incoming and outgoing Visit Authorization Requests (VARs), ingress and egress forms, and foreign travel reporting in accordance with applicable security requirements and policy.

  • Support SCIF accreditation and de-accreditation activities and assist with technical and programmatic security matters involving SCIF construction, modifications, alarms, access control, power, equipment, maintenance, and inspections.

  • Develop and implement administrative and physical security procedures for MDA SCIFs and provide access control as needed, including validating clearance and access, processing visitors, maintaining visitor logs, issuing access badges, and assigning escorts.

  • Review SCI-related security documentation, including DD Form 254 requirements and SCI standards deviation requests, and conduct preliminary inquiries involving SCI when required.

  • Consolidate Weekly Activity Reports and briefing charts from across the enterprise and provide them to SSO leadership in the required format and within established timelines.

  • Assist the Government with quality control and process improvement by reviewing, drafting, and editing SSO products to ensure compliance with the MDA Correspondence Guide and applicable IC and DoD policies.

  • Assist with development and maintenance of the SSO Electronic Files Management System in accordance with MDA Directive 8180.01 and MDA Manual 8180.01-M, and maintain the DEI/SSO SharePoint site with relevant information.

  • Perform Joint Entitlement Management Service (JEMs) processes, including reviewing and approving topics within Intelligence Community systems, and serve as the Geospatial Intelligence Controlled Access Program (GEOCAP) Officer.

  • Conduct SCI security briefings and training and process associated documentation and requests in accordance with applicable policy.

  • Coordinate with government, military, contractor, and other agency personnel regarding SCI access, security requirements, visitors, and related operational matters.

  • Occasional travel to vendor and other government installations may be required as directed.

  • Other duties as assigned.

Minimum Qualifications:

  • Certification in a relevant Security, Counterintelligence, or related field.

  • Six (6) – ten (10) years of related security experience.

  • Active Secret Clearance at time of hire.

  • Experience supporting SCI security programs, SCIF operations, or related government security functions.

  • Knowledge of applicable Intelligence Community (IC), Department of Defense (DoD), and MDA security policies, procedures, and requirements.

  • Experience working with government personnel, contractors, and other stakeholders in a security or classified environment.

  • Strong organizational, analytical, written, and verbal communication skills.

  • Experience with JEMs or a similar entitlement management system within the Intelligence Community.

Preferred Qualifications:

  • Experience supporting an MDA, DoD, Intelligence Community, or other government SSO/CSO security program.

  • Experience with JWICS, SIPR, SCIF accreditation/de-accreditation, and classified facility access control.

  • Experience processing SCI access, visitor, and security documentation.

  • Experience with SSO administrative functions, including electronic file management, SharePoint, reporting, and preparation or review of official correspondence.

  • Experience applying IC and DoD security policies and procedures within an operational environment.

For individuals assigned and/or hired to work in Virginia, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Virginia and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $69,000.00 - $99,000.00 annually.
