Summary
The Battle Creek VA Medical Center is recruiting for a Program Analyst. The Program Analyst will function under the Community Care Service Line.
Duties
The duties of the position may include but, are not limited to: The incumbent utilizes VSSC, Pyramid Analytics and other applications to perform sophisticated data analysis, including extracting data from internal and external databases, analyzing and interpreting complex data using basic statistical models, and designing and preparing user friendly reports Utilizes the web-based software at an advanced level to rapidly digitize paper processes such as administrative processes Serves as a resource to executive leadership for creating modules that have a service-wide impact on improving and streamlining processes in clinical and administrative services. Conducts independent research to develop an in-depth understanding of VA databases and data sources in order to retrieve and validate data and translates generally defined customer requirements into data analytics logic. Works with customers to fully define data and analysis requirement in order to accurately reflect requirements in analysis and reports. In the absence of documentation, researches VA data resources for development of in-depth understanding of how databases and reports are organized and the types of data available from them. Researches explanations for discrepancies between VA data source When necessary, establishes new data collection procedures for specific programmatic activities or for programmatic evaluations. Independently researches and obtains data from external sources for benchmarking and performance improvement activities. Contributes to the design and implementation of innovative approaches to health services delivery and organization based on findings. Evaluates achievement of objectives and performance measures based on finding. Work Schedule: Monday - Friday, 8:00AM to 4:30PM Virtual: This is not a virtual position. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: lead or supervisory experience such as directing the work of subordinates, managing performance, handling employee complaints, reviewing training needs, etc.; experience assisting with a variety of management services essential to the operation of a program or office/organization; has a working knowledge of budget/fiscal management and human resources/personnel management; ensuring compliance with established policies, practices and procedures; and communicating and collaborating with individuals with varied backgrounds and different situations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience beyond the second year of graduate level education and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of this position and must have been obtained in an accredited college or university.
