Full job description

This is a full-time onsite role based in the location(s) posted and is performed from the designated work location five days per week. No relocation is offered.

This role leads AT&T’s skills assessment program, building fair, accurate, AI-powered assessments that measure employee skills against the Enterprise Skills Framework. Employees who pass earn certifications and digital badges that leaders can trust for job moves, reskilling, and workforce planning.

Shaping the Future of Skill Development at AT&T

  • Shape how AT&T employees build and prove skills, moving from courses completed to skills demonstrated.

  • Test new approaches, such as AI coaching and learning in the flow of work, with business teams.

  • Partner across learning, talent, HR technology, and the business so every employee has a clear path to grow as AI changes work.

Key Responsibilities

Skills Assessment Strategy

  • Decide which skills are assessed, at what levels, and which certification or badge each leads to.

  • Think in systems and act as an intrapreneur: connect assessment, learning, and HR technology, run small experiments, and scale what works.

  • Partner with HRBPs, Learning Business Partners, and senior leaders to set skill priorities, align assessments to business needs, and show results; advise certification boards and manage vendors.

Assessment Design and Psychometrics

  • Lead assessment design, from defining skills to writing questions, building hands-on tasks, and setting passing scores.

  • Score real work products, such as network designs, code, and project plans, with clear rubrics, trained reviewers, and AI support under human oversight.

  • Keep assessments fair, accurate, and secure.

AI-Enabled and Adaptive Assessment

  • Use generative AI responsibly to write and score questions, with human review and bias checks.

  • Build adaptive tests and send employees with skill gaps to targeted learning before they retest.

Certification and Credentialing

  • Award certifications and Credly badges (Open Badges standard) when employees pass, with retesting to renew.

  • Connect results to Workday and Cornerstone.

What You'll Need

  • 5+ years in skills assessment, psychometrics, or certification, including leading a full program; bachelor’s degree in measurement, I-O psychology, education, or a related field preferred.

  • Strong knowledge of assessment design, passing scores, and psychometrics, explained in plain language.

  • Hands-on experience with assessment systems (item banking, delivery, proctoring, scoring) and managing vendors and subject-matter experts.

  • An intrapreneur who experiments, learns quickly, and scales new programs in a large organization.

  • Experience with AI in assessment, or IRT and adaptive testing, rubric scoring, and Credly.

  • Telecommunications knowledge (network, field operations, cybersecurity, software and AI, customer care, retail sales); master’s degree in psychometrics, measurement, or I-O psychology.

What You'll Bring

  • Skills assessment strategy and design

  • Psychometrics, AI, and adaptive testing

  • Rubric-based work-product assessment

  • Certifications, badges, and accreditation

  • Systems thinking, intrapreneurship, and experimentation

  • Learning agility, clear communication, and change leadership

Measures of Success

  • Business impact: skill gaps closed faster, more roles filled internally, and lower hiring and training costs.

  • Credentials earned through accurate, secure assessments, with accreditation maintained.

  • Faster assessment building and shorter tests through AI and adaptive testing, without lowering quality.

AT&T is hiring a skills assessment leader to build AI-powered, adaptive assessments that measure employee skills and lead to trusted certifications and digital badges.
