The Agency's mission is to be boldly innovative in improving the health and quality of life for South Carolinians.

This is position is located in the Bureau of Policy, Richland County. This is an in-office role and not a telecommute or remote position.

Are you the One? We are looking for a Program Manager I (State Contracts Manager) who will promote the mission and values/behaviors of SCDHHS. Supervise and oversee the development, management, performance and operations of the Contracts Section within the Bureau of Policy. Provides leadership and direction to Section staff. Serves as liaison for all contractual actions within the Section. Collaborates with internal and external stakeholders to ensure best practices and standards of performance are translated into all Section operations. The Contracts Section includes work associated with Rural Health Initiatives, Graduate Medical Education, State Agencies, Hospitals, South Carolina Public Schools and Non-Medicaid Admin Contracts.• Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement.

  • Provides leadership and supervision of staff managing contracts related to Rural Health Initiatives, Graduate Medical Education, State Agencies, Hospitals, South Carolina Public Schools and Non-Medicaid Admin Contracts. Manage schedule of maintenance and review of contracts including timely development and management of contracts, including scope, deliverables, budget, invoice payment and reporting requirements. Coordinate with State Plan Services Section for agency alignment between policy and contracts. Works closely with the South Carolina Department of Education regarding Medicaid school-based services. Develop and implement program improvements based on current best practices, the latest regulatory guidance and input from program stakeholders. Serve as evaluation and planning resource for agency initiatives and policy supported through contracted services. May require driving to location outside of regular office location.
  • Ensure that contracts meet legal, financial, regulatory and scheduling requirements. Manage provider compliance with budgets/invoicing, deliverables and reporting requirements. Create and manage an evaluation process related to provider performance and SCDHHS expectations (deliverables and outcomes). Evaluations to be presented to senior leadership within last fiscal quarter of contract time period to allow for decision making on renewal status or other modifications (e.g. scope of services, reporting requirements).
  • Direct and manage execution of responsibilities to Contracts staff. Review and approve development and execution of administrative and service contracts. Ensure staff management of provider compliance with contract terms and requirements. Supervise staff engaged in day-to-day tasks related to Rural Health Initiatives, Graduate Medical Education, State Agencies, Hospitals, South Carolina Public Schools and Non-Medicaid Admin Contracts.
  • Oversee staff management of contract budgets and manage reporting to SCDHHS Finance and to other internal stakeholders upon request. Review provider requests for contract budget increases.
  • Manages special projects as directed by the leadership.

A bachelor's degree in public administration, public health, or related human services field and five (5) years of relevant experience in health or social services program administration, OR

A master’s degree in public administration, public health or related human services field and three (3) years of relevant experience in health or social services program administration.

An equivalent combination of education and experience may be considered with prior State Human Resources approval.

All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education Accreditation (CHEA).

Additional Requirements:

  • Valid driver's license.

  • Requires holder to drive routinely.

  • Sitting or standing for long periods of time.

  • Occasional overnight travel.

  • Overtime and/or weekend work with Deputy approval.

  • Lifting requirements: 10 lbs.

  • In-office role.

  • Knowledge of the SCDHHS mission, programs and objectives.

  • Ability to interpret and apply rules and regulations.

  • Ability to make presentations, create and utilize data and prepare reports.
