The Budget Office at the State University of New York (SUNY) Oneonta seeks a Senior Financial Analyst to serve as a senior analytical resource within the Budget Office. Reporting to the Director of University Budget & Financial Planning, the position plays a key role in supporting the University's financial operations, planning efforts, and process improvement initiatives through data-driven analysis and strategic decision support.
The successful candidate will provide advanced financial analysis and decision-support services to University leadership and will be responsible for monitoring and analyzing budget activity across all University funds. This position independently identifies financial trends, investigates discrepancies, develops recommendations, and supports institutional planning, resource allocation, and long-term fiscal sustainability. The incumbent will also lead and support process improvement initiatives, workflow enhancements, and reporting solutions that increase operational efficiency, strengthen internal controls, and reduce duplicate data entry.
The Budget Office provides leadership and support for the University's budget planning, monitoring, financial reporting, and resource allocation functions. The office develops and administers budgets across University funds, including the State Core Operating Budget (Revenue Offset), Dormitory Income Fund Reimbursable (DIFR), General Income Fund Reimbursable (IFR), Summer Session, and Tuition Overflow (SUTRA). The office works closely with SUNY System Administration, campus leadership, and affiliated organizations to support strategic planning, informed decision-making, and long-term fiscal sustainability.

Duties may include:

Perform complex budget and financial analysis across all University funds and funding sources.

Develop financial reports, dashboards, forecasts, projections, and decision-support tools for University leadership.

Monitor budget activity, revenues, expenditures, allocations, and fund balances; identifying trends, discrepancies, risks, and opportunities for improvement.

Independently research and resolve budget and financial discrepancies and recommend corrective actions.

Support annual budget development, resource allocation, financial planning, and forecasting activities.

Manage and monitor Temporary Services (TS) budgets, including review, reconciliation, forecasting, and analysis.

Coordinate fiscal year-end and fiscal year start-up activities, including allocation transfers, expenditure transfers, reporting, segregation balance monitoring, and Form 1 development.

Lead continuous improvement initiatives focused on increasing efficiency, improving data integrity, strengthening internal controls, and reducing duplicate data entry.

Develop and enhance budget reporting systems, dashboards, business intelligence tools, and automated workflows.

Provide guidance and consultation to campus departments regarding budget policies, financial management practices, resource planning, and budget-related issues.

Prepare and present financial analyses, recommendations, and reports to University leadership and campus stakeholders.

Ensure compliance with University, SUNY, and New York State financial policies, procedures, and reporting requirements.

Minimum Qualifications:

Bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field.

Minimum of four (4) years of progressively responsible experience in budgeting, budget development, forecasting, financial reporting, budget control, financial modeling, analytical decision support, financial analysis, financial planning, accounting, or related financial administration functions.

Advanced proficiency with Microsoft Excel.

Demonstrated ability to analyze complex financial information and communicate findings effectively to both financial and non-financial audiences.
