Full job description
Purpose:
The Director of Proposals is a leadership role responsible for managing proposal operations for KOMAN Holdings and its subsidiaries. This includes managing consulting resources. This position oversees all aspects of the proposal lifecycle ensuring compliant, compelling, and competitive proposals across complex federal acquisitions. The role drives win strategy, operational excellence, team development, and continuous improvement, while partnering closely with Business Development (BD) Directors, General Managers (GMs) and their teams, cost estimating, contracts, and senior leadership to deliver strong, compelling and compliant proposals. This position is accountable for proposal quality, process governance, and modernization initiatives, including the strategic application of AI-enabled tools and content systems to accelerate throughput without sacrificing compliance.
Essential Functions:

Lead and mentor a multidisciplinary proposal management team supporting concurrent, high-value federal pursuits in engineering and construction, environmental management, base operations, information technology, and other services.

Foster a collaborative, accountable culture that integrates proposal, capture, technical, and cost estimating into unified pursuit teams.

Manages proposal consulting resources to ensure that their services are meeting KOMAN requirements.

Own the full proposal lifecycle, from pre-RFP to post-RFP, including opportunity kickoff, content development, reviews, submission, and post proposal activities including orals, responses to clarifications/deficiencies, and post-mortems for lessons learned.

Lead modernization initiatives, including AI-enabled proposal development, content reuse, knowledge management, and automation.

Work with BD Directors to develop win strategies and discriminators that increase probability of win across DoD and civilian agencies.

Manage multiple complex pursuits simultaneously, including IDIQs, GWACs, OTAs, BAAs, multiphase evaluations, orals, and emerging acquisition models.

Implement formal review processes, including in-process, Red Team, Green Team, and Executive reviews.

Ensure 100% compliance with RFP requirements, FAR/DFARS regulations, and agency-specific instructions.

Analyze RFIs/Sources Sought/Market Research, RFQs, and RFPs to identify requirements, evaluation criteria, risks, and competitive analyses.

Develop and maintain proposal schedules, compliance matrices, proposal staffing plans, and proposal development roadmaps aligned to acquisition timelines.

Contribute to bid/no-bid decisions, pipeline prioritization, and resource allocation in partnership with Sr. Director of Business Strategy.

Translate complex technical, management, and pricing inputs into clear, persuasive, and customer-focused proposal content.

Support executive messaging, presentations, and oral proposal preparation.

Train proposal staff and contributors on proposal best practices and methodologies.

Drive continuous improvement through lessons learned, process refinement, and metrics-based performance tracking.

Develop and maintain comprehensive database for resumes and past performance for all subsidiaries, including formatting resumes for new employees.

Maintain proposal library to allow for ease of retrieval.

Lead tailored and strategic development of responses to sources sought and market research focusing on ability to obtain a direct award or at a minimum increase the probability of a small business, 8(a) competitive setaside; work with BD Directors to ensure responses align to customers needs and obtain BD Director review and approval prior to submission.

Maintain CRM system to ensure that data is current.
Education:

Bachelor’s degree or equivalent experience

APMP certification a plus
Required Qualifications:
-
10+ years of progressive proposal management experience, with demonstrated success leading complex federal proposals and preparing responses to sources sought and market research.

Extensive experience across the federal acquisition lifecycle, including DoD and civilian agencies.

Exceptional written and verbal communication skills.
-
Strong leadership skills with experience mentoring, coaching, and developing high-performing proposal professionals.

Proven experience implementing AI-enabled tools strategically to improve the quality of responses.

Advanced ability to analyze solicitation documents, evaluation criteria, and competitive landscapes.

Skilled at developing win strategies that align customer needs, differentiators, and organizational strengths.

Expert organizational and project management skills, capable of managing multiple simultaneous deadlines under high pressure.

Proficient with Microsoft Office Suite or related software.
-
APMP certification desired.
