Position Description

The Contracting & Logistics (C&L) Department is seeking a Subcontracts Manager to support complex Facilities and infrastructure projects at MIT Lincoln Laboratory. The successful candidate will independently lead procurement and subcontract management activities supporting major facility infrastructure improvements, building systems, renovations, architectural and engineering (A&E) services, construction, and other technically complex facility-related acquisitions.

This senior individual contributor position requires demonstrated experience managing complex construction, facilities, or A&E procurements, including acquisition planning, solicitation development, cost and price analysis, negotiations, subcontract award, administration, modifications, and closeout.

The candidate will work closely with Facilities project managers, engineers, technical personnel, contractors, and consultants to develop acquisition strategies, address contractual and commercial risks, resolve complex subcontract issues, and support project cost, schedule, and technical objectives. The successful candidate must demonstrate independent judgment, strong negotiation skills, and the ability to manage high-value and high-risk procurements with limited oversight.

Primary Responsibilities

  • Independently lead the planning, solicitation, negotiation, award, administration, and closeout of complex Facilities construction, A&E, infrastructure, and professional services subcontracts

  • Develop acquisition strategies, conduct market research, and advise Facilities stakeholders on procurement approaches, subcontract structures, and contractual risks

  • Prepare and manage competitive and noncompetitive solicitations, including RFPs, RFQs, IFBs, QBS and related procurement documentation.

  • Review statements of work, technical specifications, drawings, and procurement requirements to identify contractual risks and potential scope or commercial issues.

  • Perform cost and price analyses, evaluate contractor proposals/bids/quotes, and document fair and reasonable pricing determinations.

  • Lead negotiations involving subcontract pricing, scope, schedule, terms and conditions, risk allocation, and other commercial matters.

  • Negotiate and administer construction change orders, A&E additional services, schedule adjustments, funding actions, and other subcontract modifications.

  • Interpret and apply applicable FAR/DFARS requirements, mandatory flow-down clauses, and Laboratory procurement policies.

  • Serve as a senior contracting advisor to Facilities project teams on acquisition strategy, contractor performance issues, contractual disputes, and risk mitigation.

  • Prepare and maintain acquisition documentation and subcontract files in accordance with MIT Lincoln Laboratory's approved purchasing system.

  • Provide technical guidance and mentoring to less-experienced subcontracting personnel and contribute to procurement process improvements

  • Support other complex procurement initiatives and departmental priorities as assigned.

Minimum Qualifications

  • Bachelor's degree and a minimum of ten (10) years of relevant experience; or a master's degree and a minimum of six (6) years of relevant experience; or equivalent education and experience.

  • Experience in construction, facilities, A&E, infrastructure, or capital improvement procurement and subcontracting.

  • Demonstrated experience independently managing complex or high-value construction, facilities, or A&E subcontracts

  • Demonstrated experience with cost and price analysis, negotiations, change orders, subcontract terms and conditions, and contract administration

  • Knowledge of FAR/DFARS requirements and applicable subcontract flow-down clauses.

  • Demonstrated ability to evaluate complex contractual issues, assess commercial risk, and exercise independent business judgment.

  • Strong analytical, negotiation, organizational, and communication skills.

  • Proficiency in Microsoft Office, including Excel and Word.

  • Ability to obtain and maintain a government (DoW) security clearance.

Preferred Qualifications

  • Experience with construction contracting methods, including Design-Bid-Build (DBB), Design-Build (DB), and Construction Manager at Risk (CMAR).

  • Familiarity with construction pricing, general conditions, contingencies, allowances, bonding, insurance, and contractor change-order practices.

  • Department of War or federal government subcontracting experience, including work within a Government-approved purchasing system.

  • Experience with SAP/SRM or similar electronic procurement systems.

  • Professional certification in government contracting, procurement, or supply chain management, such as NCMA, DAU, CPSM, or equivalent.
