DIRECTOR OF SPECIAL EDUCATION

Position Title:

Director of Special Education

Position Summary

The Director of Special Education provides leadership, coordination, and oversight of all PK-12 special education programs and services. This role ensures compliance with federal and state requirements, including guidance from the Iowa Department of Education, while promoting inclusive practices and improved outcomes for students with disabilities. The Director collaborates closely with district staff, families, and the Green Hills Area Education Agency to ensure high-quality, student-centered services.

Qualifications

  • PK-12 Administrative Endorsement with experience and/or knowledge in Special Education

  • Evaluator Approval (Iowa)

  • Mandatory Child Abuse Reporter Training

  • Working knowledge of the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act

  • Strong leadership, communication, and organizational skills

Reports To

Superintendent

Collaborates With

Superintendent, Director of School Improvement, Principals, Teachers, Green Hills Area Education Agency personnel, and Iowa Department of Education representatives

Performance Responsibilities

Leadership & Compliance

  • Ensure district compliance with all federal, state, and local special education requirements

  • Serve as the district's primary resource on special education laws, procedures, and best practices

  • Monitor implementation of the District Developed Service Delivery Plan

  • Oversee IEP processes, timelines, and documentation

Program Oversight

  • Coordinate all in-district and out-of-district placements

  • Evaluate the effectiveness of special education programs and support continuous improvement

  • Promote inclusive practices and appropriate services in the Least Restrictive Environment (LRE)

  • Oversee assigned programs and initiatives related to special education

Staff Support & Development

  • Plan and facilitate professional development for special education staff

  • Assist with supervision and evaluation of staff, as assigned

  • Support collaboration between general and special education personnel

Collaboration & Communication

  • Serve as the district's primary contact for special education matters

  • Work closely with Green Hills Area Education Agency to coordinate services

  • Communicate effectively with families, staff, and community partners

Operations & Management

  • Assist in the development and oversight of the special education budget

  • Coordinate transportation for students receiving special education services

  • Maintain and submit required reports and documentation

  • Attend state, district, and AEA meetings related to special education

Programs Coordinated and Supervised

  • Special Education Summer School

  • Competent Private Instruction (CPI) / Dual Enrollment

  • Home School Liaison

  • Special Education Programming

  • Alternative High School Program (THRIVE)

Additional Responsibilities

Performs other duties as assigned by the Superintendent.

Terms of Employment

Twelve-month position. Salary to be established by the Glenwood Community School District.

Evaluation

Performance will be evaluated in accordance with Board policy on the evaluation of professional personnel.
