Description:

Project Background & Overview :

The Mississippi Department of Information Technology Services (ITS) serves as the technical

Internet service provider (ISP) for State agencies, administers statewide telecommunications

contracts under RFP 5000, and operates the States core and wide area networks. Each agency

is responsible for managing its local area network beyond the ITS router handoff.

Mississippi law requires State agencies to purchase telecommunications services through the

statewide contracts and participate in the ITS-managed State network. Other eligible entities,

including cities, counties, schools, libraries, and governing authorities, may use these contracts

to purchase telecommunications services; however, access to the contracts does not include

participation in the ITS-managed State network.

Participation in the State network is limited to State agencies, which are required to connect to

the network.

To support this endeavor, ITS seeks a qualified third-party telecommunications advisory and

professional services provider to support the development of a new statewide

Telecommunications Request for Proposal (RFP 6000).

RFP 6000 will replace the current statewide telecommunications contract (RFP 5000) and

establish updated requirements for the procurement, governance, and delivery of

telecommunications services across State agencies and other eligible entities. The primary

deliverable under this engagement is a comprehensive review and revision of the RFP 5000

technical specifications for incorporation into RFP 6000. Upon acceptance, the updated

specifications will be transferred to the ITS Procurement Division to initiate the formal State

procurement process. The final deliverable must be completed and submitted by February 28,

2027, to allow Procurement to begin its internal quality assurance review.

The selected provider will assist ITS in:

  • Review and assess RFP 5000 and its supporting specification documents as the

baseline for developing updated technical specifications for RFP 6000. These materials

will be provided to prospective bidders to convey the size, scope, and complexity of the

effort. Bidders are strongly encouraged to review all documents and attachments

carefully before submitting a proposal. All associated RFP 5000 document will be

available upon request.

  • Identifying obsolete or legacy technologies that will not be rebid

  • The vendor is expected to present alternative technology approaches, market

innovations, emerging telecommunications solutions, and procurement models for ITS

consideration, including advantages, risks, and implementation considerations.

  • Modernizing service definitions to reflect current and emerging telecommunications

capabilities

  • Collaborate with ITS staff in developing procurement-ready technical specifications

organized into multiple service categories. Currently, there are thirteen (13)

preliminary categories that will need to be updated/written, Attachment A.

However, the inclusion of those categories is subject to change.

  • Facilitating agency engagement through a Network Advisory Council (NAC) to ensure

agency needs are reflected in the final RFP.

The Provider selected under this RFP to develop requirements, technical specifications,

evaluation criteria, or other procurement-related materials for RFP 6000 shall be prohibited from

participating in any subsequent p
