Summary
You will serve as a PROGRAM ANALYST in the Systems Acquisition Group, Program Management Department of NAVAIRWARCENAC DIV.
Duties
- You will serve as the Acquisition Lead, providing acquisition management support to the PMA in accordance with DoD's and SECNAV's acquisition processes as tailored by the PEO.
- You will plan, develop, analyze, execute, and coordinate programs, funding and/or manpower, assuring that the work of their assigned team is carried out by performing a range of coordinating and supportive duties and responsibilities.
- You will serve as an advisor to management on the effectiveness and efficiency of assigned programs and functions, analyzing and evaluating resources required to support program operations and management.
- You will apply senior-level experience developing program evaluation plans, procedures and methodology for managing highly complex budget operations/resource management and a demonstrated ability to resolve technical and administrative problems.
- You will conduct studies and develop policies, procedures, and processes affecting major mission activities, researching and investigating best business practices that can be utilized to enhance programs and operations.
- You will explain team goals and objectives to assigned team members and assist team in organizing to accomplish work; coaches, facilitates, solves work problems and participates in the work of the team.
- You will represent the team in meetings and dealings with others on related issues, estimating and reporting to the team on progress in meeting established milestones and deadlines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or (DA-05) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience includes: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
