Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is seeking a Senior Acquisition Support position to join our team in Dahlgren, VA.

Responsibilities:

Provide technical assistance in drafting Statements of Work (SOWs), Performance Work Statements (PWSs), and Statements of Objectives (SOOs) based on Government provided requirements.

Assist in comprehensive market research to support requirements definition, acquisition strategies, and cost estimating.

Drafting Independent Government Cost Estimates (IGCEs) for Government review/approval using appropriate and supportable estimating methodologies.

Support acquisition planning activities, including providing recommendations for acquisition strategies and milestone schedules.

Support source selection activities, assisting in the drafting of proposed evaluation criteria for government review and approval, preparation of source selection documentation, and assisting Government evaluation teams.

Ensure all pre-award activities comply with applicable FAR, DFARS, and agency specific policies and procedures.

Identify acquisition risks and provide recommendations to support Government mitigation strategies.

Provide training, mentoring, and recommendations for process improvements related to pre-award acquisition activities.

Requirements:

Must be a US Citizen

Must be able to pass a pre-employment background check

Active Top Secret clearance

Full time on site work in Dahlgren, VA

A Bachelor’s degree in Business Administration, Acquisition Management, Economics, or a related field.

A minimum of ten (10) years of experience in Federal Government acquisition with a focus on pre-award activities, including requirements development, market research, and IGCE preparation.

Expert knowledge of FAR and DFARS requirements applicable to pre-award acquisition activities. Strong analytical, communication, and problem-solving skills.

Federal Acquisition Certification in Contracting (FAC-C) Level III, DAWIA certification, or equivalent certification is highly desirable

Salary: 130K - 140K
