Job Overview:

APTIM is seeking an experienced Office Engineer to support supervision of construction services on New Jersey Turnpike Authority (NJTA) projects and related municipal/utility work. The role combines office engineering, traffic operations/Maintenance of Traffic (MOT/MPT), and field inspection, with extensive coordination among agency stakeholders and law enforcement for lane closure planning and safety. This position is ideal for professionals with deep NJTA experience in traffic engineering, structural inspection, contract document reviews, and construction administration.

Key Responsibilities:

  • Office Engineering & Contract Administration: Prepare and manage daily reports; perform quantity calculations; review/approve contractor estimates and pay applications; support closeout documentation and final inspections.

  • Traffic Operations / MOT (MPT) Support: Provide QA/QC for MOT/MPT designs; develop or review lane closures, detours (vehicular/pedestrian), and signing; coordinate constructability reviews and traffic staging for structures and roadway work.

  • Coordination & Stakeholder Engagement: Interface daily with NJTA engineering/operations teams and the New Jersey State Police Construction Unit for lane closure approvals and safety compliance; facilitate reviews of contract documents and field conditions.

  • Inspection & Field Support: Conduct day-to-day inspection of construction activities (structures/utilities), verify materials and hardware, and ensure adherence to plans/specs for civil/structural and utility installations.

  • Design Review & Technical Oversight: Participate in reviews of design contracts with emphasis on MOT/signing packages; support structural inspection assignments and construction project management tasks.

  • Proposal/Program Support (as needed): Assist with Statements of Qualifications/EOIs and RFP technical content for NJTA programs and similar opportunities.

  • Frequent on-site presence: ability to work nights/weekends as required for lane closures and traffic switches.

  • Field work in varied weather and traffic conditions; ability to stand/walk for extended periods and climb structures as needed.

Basic Qualifications:

  • Bachelor’s degree in civil engineering (or related)

  • 10+ years of progressive experience in traffic engineering, construction inspection/administration, or structural/bridge projects; significant NJTA program exposure strongly preferred.

  • Demonstrated proficiency with MOT/MPT planning, lane closure design, detour and pedestrian routing, and QA/QC of traffic control plans.

  • Strong documentation skills: daily reports, quantities, pay apps, and closeout packages (office engineer duties).

  • Excellent coordination and communication skills with public agencies, consultants, contractors, and law enforcement stakeholders.

  • OSHA 10-hour safety training and relevant FHWA/NHI courses in traffic operations/work zone safety.

  • NICET Level II (at minimum), Level III preferred

  • Experience supporting structural inspection/design reviews and project management for bridges/culverts within NJTA programs.

  • Utility coordination experience (e.g., bridge-supported water mains on major corridors) is beneficial.
